Here we are, then. I like this one better than the others I came up with.
I need to read the IC a bit and figure out where I'll enter the story.

Name: Tom Scratch
Age: Unknown; appears to be fairly young, though ESPers are known to age oddly.
Species: Human (?)
Height: 6'1"
Weight: 189 lbs
General Appearance/pic: THIS IS NOT TANIGUCHI
Powers/abilities: Is an ESPer. This means he can teleport (though only for short distances) and use telekinesis, again limited by range. Often has a "sixth sense" whereupon he knows something is coming before it hits. His teleportation powers often leave a "flash residual"- a bright light, which vanishes within 0.7 seconds of appearing, in the shape of the person who just teleported. It's believed to be caused by all the light currently in the area of the person gravitating towards the electromagnetic field disturbance.
Short bio (optional): ESPers are not a common sight in the United States- not anymore. In the 1960s, the CIA began a program which continues into the present day to either recruit or eliminate all the ESPers in the US, to prevent their use as Soviet spies or moles. They were, depending on their types of powers, put to use in various roles. The ones most skilled at telekinesis and teleportation were put into an elite group of agents, dispatched to erase evidence of UFO activity. This is the group that Tom belongs to; however, his mission, his background, and his loyalties aren't something he reveals to just anyone.

The only real problem I have with this is that if he's an Esper, he's automatically a Super, and shouldn't be being prosecuted by the US government. But whatevs. Accepted anyway. We're on/getting on a souped-up attack helicopter, somewhere along the highway near Montana.

No, that's the point. People with Extrasensory Perception (a unique field of powers, anything that begins with Tele-) were mostly rounded up as part of a CIA program. It was illegal, but who cares? They're the CIA, and they can do that.

I was really talking about his role in the plot overall. I envision him to be a sort of enigmatic figure; think the G-Man, but a lot younger-looking, much more laid-back, and who uses telekinesis as an active weapon. I also see him as watching the group, protecting it (to an extent) and participating in their fights with various enemies, whenever he sees fit.

Exactly! And because he has the illusion of invincibility due to his unique combination of teleportation and "spidey-sense", he tend to toy with people a lot- something that will lend brevity to the group which is currently led by and composed of mostly serious characters. Don't let that decieve you, though. He's extremely efficient and to-the-point when he wants to be, and I plan to bring out that side somewhat frequently.

Okay, triarchy. Although Tyr doesn't seem to lead the group so much as try and keep everyone in line. He does lead sometimes, just not as often as Mel or MD.
