Afonso Costa and his generals are happily looking at the current Portuguese map. It included everything devised on the original plan, except for Macau. The Chinese had thrown out the Portuguese, and they had taken all off Macau towards Pescadores/Penghu islands. The islands that formed Macau were back into what they were centuries ago... A bunch of rice fields and some villages. No resources were left to the Chinese, their refusal to talk made the Portuguese Army a bit angry and offended. In Pescadores Islands, the Army was already building a fortress to protect everything, and a base of the Portuguese Navy was stationed there. The Netherlands had surrendered its only remaining colonies as Germany took over mainland Dutch land. The list of colonies read...

    Portugal
    Gobernação da Europa e do Norte da África (Europe and North Africa's Dominions)
    * Galícia
    * Ilhas Açores (Azores Islands)
    * Madeira
    * Ilhas Selvagens (Savage Islands)
    * Ilhas Canárias (Canary Islands)
    * Tangier

    Gobernação do Caribe (Caribbean Dominions)
    * Aruba, Bonaire e Curação
    * Saba, Santo Eustáquio e São Martinho (Saba, Sint Eustatius and Sint Marteen)
    * Suriname

    Gobernação da África do Oeste (West Africa Dominions)
    * Cabo Verde (Cape Verde)
    * Guiné Portuguesa (Guinea-Bissau)
    * Senegal Portuguesa (Southwest Senegal, The Gambia)

    Gobernação da África do Sul (South Africa Dominions)
    * Ajudá (Ouidah)
    * São Tomé e Príncipe (São Tomé and Príncipe)
    * Cabinda
    * Angola
    * Zambia
    * Botswana
    * Zimbabwe
    * Malawi
    * Moçambique (Mozambique)
    * Suazilándia (Swaziland)
    * Lesoto (Lesotho)
    * África do Sul (South Africa)

    Gobernação da Índia (India Dominions)
    * Damão (Daman)
    * Diu
    * Mumbai (Bombay)
    * Goa
    * Kerala
    * Colombo
    * Nagapatnam

    Gobernação da Ásia do Sul (South Asia Dominions)
    * Malacca
    * Indonesia
    * Timor

    Gobernação da Ásia do Leste (East Asia Dominions)
    * Ilhas Pescadores (Penghu Islands)
    * Porto Português do Nagasáqui (Nagasaki Portuguese Port)

Besides that, the infraestructure was growing on each country, with the new resources available and a strict politic on sustainable exploitation of these. Afonso Costa decided he needed to write some letters, Portugal's fate was about to be decided. The telegrams were with HIGH encryption. Just Afonso, and the receiver would know its message.

From: Afonso Costa, President of Portugal
To: Mehmed V, Sultan of the Ottoman Empire
Encryption: HIGH

What is the current position of the Ottoman Empire towards Portugal? We're open to discuss diverse matters that affect both our nations. Also, a possible alliance in the future, depending on the conditions. What are your wishes for the world? What are the actions the Ottoman Empire will make possible? We'd like to hear from you soon.

Yours truly,
Afonso Costa

From: Afonso Costa, President of Portugal
To: Raymond Poincaré, President of France
Encryption: HIGH

We're very worried watching the current situation of France, and we cannot be more deeply saddened. Our alliance with Germany is just effective on African territories, therefore, we are not prohibited from helping your nation. We'd like to know what can you use? Which resources can be effectively used?. Moreover, we'd like to know which is the position of the French government towards Portugal. These will be shipped from our ports in Portugal and Galícia towards Bordeaux as soon as possible. The possibility of a military aid is still on discussion on the Parliament, and we need your answer to this letter to take a final decision.

Yours truly,
Afonso Costa

From: Afonso Costa, President of Portugal
To: Ferdinand I, Tsar of Bulgaria
Encryption: HIGH

As you have correctly written, we have not taken a final decision on an affiliation towards the Entente, or the Central Powers. Nonetheless, the discussion is ongoing in the Portuguese Parliament, but before that, we need to know some things. What is the current situation of the Ottoman Empire and Bulgaria? Which benefits apply if becoming allies with you?. I hope you understand that hesitating at this point is totally normal for a nation that is looking for the best for its peoples.

Yours truly,
Afonso Costa

From: Afonso Costa, President of Portugal
To: Emperor Taishō, Ruler of Japan
Encryption: HIGH

Greetings from Lisboa. We are very glad to hear from you, giving us the possibility of re-opening our past alliance, in hopes for a better future for Japan and Portugal altogether. Our navy stationed in Indonesia and Pescadores is currently sending the best of them to build this new Portuguese port in Nagasaki, or as we call it, Nagasáqui. Through this letter I formally announce that formal trade will begin in January 1915, when the port is completed, but an informal trade will begin now with the best and latest of European technology and the products from our worldwide territories. Plus, from the day in which you receive this letter on, the Japanese ships can dock on Pescadores, since, as you may have seen, we no longer have control over Macau. Pescadores is conveniently located in front of Formosa, a current territory of yours.

We're glad to be back on friendly terms with Japan,
Yours truly,
Afonso Costa

From: Afonso Costa, President of Portugal
To: Interim Government of Spain
Encryption: HIGH

I see a little confusion between 'conquer' and 'annexation'. Nonetheless, our incursions on Galícia and the Canary Islands have proven enough successful to be glad about it. No civilians have been harmed, and all the Spanish soldiers are already back home. We will of course respect your sovereignity over the rest of Mainland Spain, the Balearic Islands and Spanish Africa. We have got what we wanted, and as you say, the peace is very important for both our nations. With this letter we officially recognize your ruling over the latter territories, and we promise we won't attack until the day you attack us, which we hope, isn't in the near future.

Yours truly,
Afonso Costa

Finally, the United Kingdom was back on a semi-organized government, news that upsetted Afonso Costa and his cabinet. But the Treaty of Windsor hadn't been totally broken. There was no King, therefore no betrayal to the Crown. And the war was declared on territories that are not integral part of the United Kingdom, just dependencies. After 1373 the Great Britain had changed a lot, and on paper, there was nothing that deemed illegal the actions the Portuguese had taken. He wrote a declaration towards the UK.

OOC: UK, there's a revolution in Egypt, so you can't really use the Egypt Navy Base. And thanks to Germany all your bases are in the Red Sea, the Kenyan Coast and Nigeria. Nonetheless, my ships are stopping you from going to Nigeria. You'll have to redirect your navy somewhere else.

From: Afonso Costa, President of Portugal
To: Prime Minister H. H. Asquith and the Government of the United Kingdom
Encryption: NONE

Greetings from Lisboa. We are a bit concerned about your actions, since you'll be spending money and resources on incredible ways to do nothing. We are not going to boast about our troops or landmasses, but we'll talk to you with serious facts.

* By the time the attacks were launched, there was no ruler on the United Kingdom, ergo, there was no violation to the realms, lands, domains or subjects of the British Crown. The war was declared on over-exploitated British territories that once belong to the Netherlands and Portugal. No attack was launched on British dominions near the Great Britain, nor in its American, Asian, Oceanian counterparts.

* Your forces in South Africa were evacuated some weeks ago by an angered South African population. Our dominion in South Africa is much more of a protectorate, agreed with the local royal crowns which you have ignored for many years now. We are offering them more autonomy inside an integral Portuguese Republic.

* Our armies in India will only attack when you attack first; we have just retaken what once belonged to our nation; inspired by the wish of local populations who desired it. Your property has not been damaged, though, and all your treasures and cultural heritage was sent to Delhi and Kolkatta. We have not taken any British subject or good.

* The ANZAC will have problems in Hong Kong since China is already leading a plan of retaking all of China. We will offer you the right to station your armies and navy on our Pescadores Islands, in front of China, which now belong to us.

* Japan is our main commercial ally in Asia now, and your interests are quite similar to the Japanese ones.

* Canada is not on a position where it would support the Great Britain as it should, for being a dominion. Our troops could cope with part of your defense needs.

* Your blockades are quite useless since our maritime routes have been established since almost 500 years ago, and we know exactly well how the Ocean works in order to get outside your blockades. Our post in Malacca, near Singapore, has boomed with commerce for centuries, and probably nothing would stop it now. Not even your blockades, which are pretty much haltered by the German blockades already in place.

* Our current alliance with Germany only applies for the plan in which we already succeeded; in which Germany would take the Subsaharian French Africa, and Portugal would finish the plan Mapa Cor de Rosa.

As you see we're no longer on an attack position, and in fact, we were just with your past dependencies on Southern Africa. We have, and will respect your sovereignity over all your other lands, and over all the Crown represents again. We are still neutral, and we will be glad to see in which terms we would cooperate with the United Kingdom. We have resources, troops and will available. It's all up to you, and what you want to do with your nation. But we, are still, wanting to have a friendly relationship with the re-established government. As said, no harm has or will be done to your troops unless we are attacked first. For now, we are on a military neutrality towards the United Kingdom. Please think of the advantages of cooperating with us.... Almost everything, except giving back territories. But we could give some revenues to the Crown if needed for indemnification.

Yours truly,
Afonso Costa

Geneva, France
31 October 1914

President Poincare sat in his unfamiliar chair behind an unfamiliar desk in an unfamiliar part of France. He felt like he should be in Paris but with the Germans a mere 50 miles out it was to dangerous. He had recieved a telegram from the leader of Portugal offering aid to France. He needed to win over the Portugese in order to get help but was wary of how Great Britain felt of them. He also wrote up one last plead to Italy to join the war.

TO: Alfonso Costa of Portugal

FROM: President Raymond Poincare
_______________________________________________________________________________________________________________________________________________________
Dear Mr Alfonso Costa,

I have read your letter in which you offered to help France in this time of need. I am most thankful I also realize that you are an opertunist. You see a country is weak or slow

to react and you steal their territories from them. You have done this to us as well as the British and the Dutch. I do not like this one bit. You say you care for our people but

you are stealing away troops from the homeland that must be sent to Africa to defend against your own men. If you truely cared and were a honorable man you would return

both France's and Great Britain's colonies you have stolen. You also aid our enemy Germany in their attacks on the French in Africa. My thoughts of you and Portugal are lower

than the rats that feast upon the putrid flesh of the dead in their trenches. If you relinquish our holdings we will think other wise. That your thoughts were clouded visions of

fame and glory but you realized what you were doing was wrong and you redeemed yourself and your country. I am sorry if this is offensive but you must see that you are

taking advantage of a people ravaged by war and death. Like you have stolen an elderly man's prized possessions while he was on his deathbed. Please reconsider what you

are doing and at least declare yourselves a neutral nation. If you should not take my advice and we defeat Germany, you will the next to fall. If we should lose, our people

would harbor a deep hatred for the Portugese and swear themselves to your destruction be it 10 years or a hundred years. The choice is yours...

Sincerely,
President Raymond Poincare

TO: King Victor Emmanuel III of Italy

FROM: President Raymond Poincare of France
_______________________________________________________________________________________________________________________________________________________

Dear King Victor Emmanuel III,

We and our ally Russia is in dire need of your help. We are both at the brink of defeat and you stand by... Scared by threats from Austria Hungary. You have this one chance,

to change the history books, to make a name for yourself and your country as a nation that could have sat by and watched the carnage, but took a stand when he knew what

he needed to do. You have but one life my king, one chance to make yourself great. Take this chance to take a stand against evil and tyranny, and maybe 100 years from now,

people will look back and think.... What bravery that king showed.... When the odds were stacked against him.... he chose to stand up for freedom.... This is your final

chance. Make your country great. Be remembered....

One first aclaration we must make is that Portugal does not hold, and has never held any French territory, we'd like you to look over your registers (OOC: French explorers never claimed Southwest Senegal until 1920s). The situation with the Netherlands was part of a series of negotiations with said country; and the situation with the Great Britain was already explained on a past public announcement. The territories we have taken once belonged to Portugal, and following the plans of our past leaders, it was imperative for us to recover what we once had.

We did had some opportunistic affairs regarding the British colonies, but in fact, that was our post-actio justification, because at first, we just wanted to recover our past lands, and the mess up of the UK was the perfect occasion to do so. But you sir, tell me how not taking an opportunity to recover what is rightfully yours. Now I say, if Germany had a moment of weakness... wouldn't you profit it to gain back what's yours? I think that is a question you might consider.

As we established before, and we will in our next public announcement of neutrality (with some alliances in some terms with Japan, and hopefully France as well), we are no longer an empire per definition; since we are no longer wanting to expand our territories, because we're done now... we've recovered what we wanted to recover. If in the near future something has to be controlled by Portugal, it will be controlled by Portugal until the rightful owner can get back on top to control it.

Again, I establish, no french territory has ever been touched. And we now even share an island (Saint Martin), but we have and will respect your sovereignity over what is yours. Some regiments did support German armies on their quest for Central Africa, but in exchange of the help we needed in South Africa. That contract was just valid for that moment, and as we have said now many times, we are not supporting Germany on the European front.

Summarizing, we are still wanting to aid France; we have never directly violated France's right over its dominions; we will declare neutrality in the near future; we are without any desire of further expansion; and we are asking you to reconsider your position on Portugal. It has to be noted that we understand your current position and we wanted to raise the past points in order to give you another insight of the situation.

Yours truly,
Afonso Costa

October 3, 1914
Bulgarian-Greek Border

From his current position in the Russian front, General Nikola Zhekov orders the attack of Greece to begin. 500,000 Bulgarian soldiers rush across the border. There is a struggle, but the Greek 250,000 man army proves too little to match the Bulgarian onslaught. By the end of the month, Athens is under Bulgarian control and, in a meeting held October 19, the country is officially annexed into the kingdom. Now, Bulgaria can focus soley on the threat coming from Russia, but still, it deploys about 200,000 soldiers on the Adriatic Coast in case of war with Italy.
The now, nearly-completed Royal Navy begins to move its currently finished ships to Corinth in what used to be Greece, this is because of a great fear of Italy joining the war on the side of the Entente.
The Bulgarian and Austro-Hungarian army in the Russian front begins to make progress. It sees that the majority of the army has been called away due to the Swedish and Ottoman invasions. The 4.3 million man army makes significant progress and pushes the Russians almost halfway back to the original border.

    Military
  • Conquered Greece and Crete, deployed 200,000 on Adriatic Coast
  • 4.3 million Bulgarian and Austro-Hungarian troops advanced once more into Russian-occupied Bulgaria
  • Completed portion of Royal navy sent from construction docks in Varna to Corinth
    Economy/Infrastructure
  • A surplus of arms and ammunition begins to ammount, due to the heavier production in Bulgaria and less reliance on trading partners
  • Railroad construction continues all throughout Bulgaria, predicted to be completed in mid-December
  • Government invests more into upgrading roads
  • More government factories begin producing military supplies, and employment in these skyrocket, due to Wartime propaganda

Thank you for volunteering to send aid to our cause. Our Commander-in-Chief, Gen. Nikola Zhekov has pulled the front line further back in order to reduce the attack diameter, set up more developed defensive positions, and a better terrain for us. With the recent bolstering of our army by nearly double its strength, we believe that we will be able to hold the front. Currently, our combined force makes 4 million against the Russian 8 million, but we think that they will have to pull almost all of them out due to the recent declaration of war by Sweden and the Ottoman Empire. However, if you could provide some more soldiers, we are certain that we could push the Russians to their heartland.
Also, thank you for the invitation to the signing of this new alliance, but due to time constraints and lack of time notice, we do hope you could push it into late October if that were possible. We are for sure to have representation there, the Tsar is making arrangements and trying to see if he could attend the signing personally.
Sincerely,
The Bulgarian Embassy.

Northern Front Lines, France
November 4, 1914

Marshal Ferdinand Foch visits the front lines on the Seine and Marne rivers as well as Paris. He marvels at the intricacy of the defenses. France has spared nothing for this defense. It is the last line of defense.... Foch visits many areas along the French line but his message is the same.

"My commrades, I have come here solemnly. This will be the last battle in this Great War for the French Army.... We are asking you to give everything in this last battle. We will win, or we will die... Any of you who does not wish to give his life in this glorious battle for his country will be given the opportunity to return to their homes. We are backed by the British and they will fight along side with us, but if the occasion arrises. If our lines begin to crumble... You and I both will never surrender and never retreat. This is the last battle... We have all the supplies we currently have comming up to the front shortly. All ammunition, artillery shells, bullets and knives will be brought up sometime in the next few days. You will look into the face of god almighty in this last skirmish. I am proud to serve with you. I am proud to die with you. If you find yourself lying in the dirt, guts all over blood pouring out of your body, remember that you have given everything for this great land and for this great people. You will be remembered as the greatest heros the world has ever seen. May god have mercy on us... For we will give the Germans none!" Every time this speech was given the men in attendance erupted in cheers and screams. Tears poured down the faces of these men. The emotion and passion in the Marshal's voice was truely inspirational. These men are now willing to charge 100 German soldiers with nothing more than their bare hands to fight with.

The Marshal himself has arranged a place on the front in the capitol. He will fight to the death

These rich agricultural lands provided much food for the advancing forces to march on, as they follow the Caspian and Black seas up and into the Russian heartland. Granted, they move slowly, but the pressure is being felt, particularly when the Caspian oil wells fall under Ottoman control

The streets of Russian cities were in turmoil, millions took to the streets protesting the tyrannic Tsar, calling for a new form of government. Communism. The rebellion was swift and effective, the communists over threw the current government after the army supported them and allowed them to pass through barricades, even handing weapons to them!
Once in power the communist party ordered a full retreat into Serbia, forming three lines of defense. When the first was defeated they would retreat into the second. Making it stronger and so on. The communists have also begun producing weapons, tanks and food to feed the army and clothes to sustain it in the winter that would arrive and send the invaders cowering back to there warm climates.

Western Front:

Germany had advanced so far into France now that they were at the doorstep of Paris itself. The troops know that if they win here, the war with France will be over. Germany pulls out 2,000,000 men from Austria where they were defending to aid in the attack. The German Rocket Corps has moved into position to bombard French defenses at Paris. Before they go to battle, German General Helmuth von Moltke sends a message to the men about to assault France. He writes:

Brave Warriors of the Western Front:

Today, you stand at the dawn of a new age. An age in which Germany and her allies will dominate the world, and her enemies will falter and fail. However, if you wish this age to come soon, you must fight with all of your strength for it. On this day, as you go to fight our ancient enemy, I want you not to count the moments past in minutes of hours, only in the number of Frenchmen you have killed! Kill the Frenchman, this is your mother's prayer! On this day, you shall wipe out our last great enemy on the continent from the Earth! Now, go forward like a breath exhaled from the Earth, and finish this horrible war in hopes of peace and freedom!

The speech energizes and envigorates the men. With a new feeling of patriotism and jingo, the German troops do just this. After initial bombardments with artillery and Shade rockets, German troops attack the French defenses with greater strength and drive than ever. Thanks to the reinforcements from the East, German troops now outnumber the French as well.

Eastern Front:

Germany requests that with the new Russian Government in place, peace talks be approached. Germany insists on the terms she presented earlier, plus the conditions of the other Centrals.

Rocketry:

Research into long-range rockets continues. Even with the war ending, Germany still wishes to increase her national security.

Africa:

Germany has extended her attacks in Africa to nearby British colonies, including Sudan and Nigeria. French Central Africa is still under assault by the German Colonial Forces, which are now mostly made up of about 2,000,000 local troops trained by German Colonial Marines.

The emperor is glad that there would be peace between the central powers but is firm in his claim of Ukraine.. He is quite disapointed that only Bulgaria is willing to formalize our alliance and very dissapointed with Portugal that it seems wants to be in both alliances at the same time.

Leopold wrote a leter:

To Bulgaria:

Thanks for being favourable to the idea of signing the "Linz Pact" I think that since the russians declared the war, they shouldnt be able to escape without a punishment you know what does the Ottoman empire thinks about the Russian surrender?. If our demands are fulfill we should Help Germany, if not we should keep waging war against Russia.

and to Portugal:

Choose your side! are you with Germany or with the UK? you cant fight one in one continent and help him in the other one!

The presidents István Tisza and Karl von Stürgkh had been quite succesful implementing liberal policies, they had neutralize the power of the aristhocracy, and of course the people is very happy. They are also planning to modernize the poorest zones of the empire. and in a not so distant future the Empire may become a federation.

Anton Haus is ordered to keep the black sea blockade sunking until the russians cede to the demands of our empire.

The general of the staff Franz Conrad von Hötzendorf is quite bored since he was ordered not to kill any russians (at least for a while). He was transfered to germany where he would coordinate the attack over Paris.

To the French,

Small divisions of Italian troops and artillery have been moving towards Paris to aid you for the past few hours. We hope the Austro-Hungarians don't find out, so we can agree to only half a million men on our borders before we blow them to pieces. From there, you can expect over two million Italians with artillery and air support to march to Paris and reinforce the French lines.

OOC: Your reinforcements have not arrived to the front yet. It takes some time
The Battle of the Seine
November 5, 1914

A period of Shade attacks bombard the French and British positions along the Seine defenses only inflicting a very small amount of casualties mostly due to a faulty gas mask. After the gas bombardment the Germans charge the defenses. The explosions of land mines erupt like a volcano. Allied machinegun nests open up on the surviving German soldiers trying to make their way through rows and rows of barbed wire. Allied artillery aims in on no mans land giving it everything they've got. From Allied positions it looks like a slaughter. Waves and waves of Germans continue to assault the positions along the Seine but still have not managed to make it to the Allied trenches. They have been stopped short by the land mines, the artillery barrages or the machine gun nests. It looks like the Allies will hold up here.

The Battle of Paris
November 7, 1914

The Germans were very eager to get to Paris. They could see the city beyond the defenses but it would take one hell of a fight to get there. Again a barrage of Shade gas warns the Allies that the Germans will attack soon and casualties are minimal. Several dud Shade rockets have been picked up and shiped south to Geneva for French scientists to observe, study and hopefully reverse engineer the rockets to carry the French chlorine gas. After the gas attack the Germans left their trenches to meet a line of land mines. The mines explode send many German soldier into the air. Next was the Allied artillery barrage on no mans land while the survivors try to navigate through the network of barbed wire. The artillery prooved to be a distraction to the soldiers in which they would become entangled in the wire and become sitting ducks for the machine guns. The French soldiers here fight with more tenacity and ferocity to protect their empty capitol. It looks like the Germans will be forced to pull back here as well.

The Battle of the Marne
November 9, 1914

Marshal Foch had a secret weapon ready for this battle. Chlorine gas canisters have been brought up behind Allied positions and loaded on French biplanes and dropped on the Germans. This would be the first test but the concept was very simple. Around 20 French planes would have Chlorine canisters attached to the bottoms of the planes. The planes would fly in real low and open the canisters and disperse the gas. The pilots knew this was mostlikely a suicide mission and have prepared themselves to fly into the German positions should they be shot down. The crash would disperse the gas.
After the gas attacks on the Germans, they Allied defenders would wait for the counter-attack. There were no land mines here but the barbed wire was thicker than ever. It would be nearly impossible for the Germans to make it through unscathed.

October 27, 1914
Linz, Austria-Hungary

Tsar Ferdinand of Bulgaria was able to attend this magnificent event of the signing of the "Linz Pact", which would forge the alliance between Austria-Hungary, the German Empire, Bulgaria, Sweden and the Ottoman Empire. He did not hesitate and signed, though he knew this meant war with the rest of the Entente would come with it. But he knew his nation was ready to meet anything coming her way.

November 9, 1914
Sofia, Bulgaria

Upon returning to the Capital, Sofia, Tsar Ferdinand is told that another 1 million soldiers have been recruited into the Bulgarian Army from Greece, reoccupied Romania, and Bulgaria itlself. He also is sent a telegram from Gen. Nikola Zhekov that the Bulgarian front is continuing to advance (due to the Russians pulling their forces into their country's center) and is now finally spilling into Russian territory. He is delighted with the progress and news that the Russian forces have withdrawn.
However, the Tsar also receives news of the bloody confrontations that are occurring in Germany's Western front. He orders the 1 million soldiers that were recently recruited and sets them aside to go and aid in the German struggle. He is told by his logistics experts that they might not arrive until late November or early December and it might be too late to be of help by then. He then contacts Gen. Zhekov and orders him to move 300,000 veteran soldiers from the front into the army being sent to the Western front and 300,000 Greeks from that army to be sent to the Army at the coast of the Adriatic to make a total of 500,000 soldiers prepared to take action against Italy if they declare war against the Central Powers. He then orders the dispatch of the 1 million soldiers into the Western front. Also, the now completed navy of 60 cruisers and small torpedo boats was awaiting in the port of Corinth in Greece. Bulgaria was becoming more and more cautious of the Italians.

--------------------------------------------------------------------------------------------------------------------------------------------------

    Military
  • Deployed 500,000 in Adriatic Coast
  • Sent 1,000,000 to Western Front
  • Advanced 4 million man Austro-Hungarian-Bulgarian into Russian territory
  • Royal Navy completed (60 ships) and is docked at Corinth
    Economy/Infrastructure
  • Major railroads connecting Bulgarian "Empire" are completed
  • Roads continued to be upgraded for better transportation
  • Telegram lines are expanded into new territory of Greece
  • More factories open outside of Bulgaria proper (mostly in Romania)
  • Surplus stops growing, remains constant; same input as output (due to new army)

OOC: Austria-Hungary. How am I helping the UK yet?

From: Afonso Costa, President of Portugal
To: Mehmed V, Sultan of the Ottoman Empire
Encryption: HIGH

What is the current position of the Ottoman Empire towards Portugal? We're open to discuss diverse matters that affect both our nations. Also, a possible alliance in the future, depending on the conditions. What are your wishes for the world? What are the actions the Ottoman Empire will make possible? We'd like to hear from you soon.

Yours truly,
Afonso Costa

From: Afonso Costa, President of Portugal
To: Ferdinand I, Tsar of Bulgaria

As you have correctly written, we have not taken a final decision on an affiliation towards the Entente, or the Central Powers. Nonetheless, the discussion is ongoing in the Portuguese Parliament, but before that, we need to know some things. What is the current situation of the Ottoman Empire and Bulgaria? Which benefits apply if becoming allies with you?. I hope you understand that hesitating at this point is totally normal for a nation that is looking for the best for its peoples.

Yours truly,
Afonso Costa

November 18, 1914
Sofia, Bulgaria

Seeing that their territorial claims have not been honored and Austria-Hungary has taken the all the spoils from the Bulgarians, Tsar Ferdinand writes an urgent message to Emperor Leopold, asking that their claim be honored, as Bulgarians have also fought and deserve a rightful recompensation for their sacrifices.
TO: Leopold I of Austria-Hungary
I write this letter to you as a friend, not a political counterpart. Isee that the territories of Ukraine, the Crimea and Moldova have been given to you. However, my country has also pressed claims on certain areas of those lands. Our two nations are great allies and we hope for continued cooperation, however, if our demands are not met, our continued cooperation will cease to exist.
Our demands are not too much in comparison to the land you currently hold. We would like compliance with at least one of the following demands:
- The ceding of Bosnia, Albania, and Montenegro to Bulgaria, in order to unify the Balkans under one banner
OR
- The ceding of Albania, Moldova, a piece of the Crimea, the port Decau and the land bridge to it
We hope your answer is that of a wise Emperor.
Sincerely,
Ferdinand of Bulgaria

November 9, 1914
10 Downing Street,
London, England

H. H. Asquith was sitting in his office, listening to the occasional dispatch from the Battle of Paris. The British troops supporting the French were fighting admirably; in fact, the French surprised Asquith: he had just entered college when the Franco-Prussian War erupted, and from reports he understood that the French Army left much to be desired. Here were the French, defending her capital with all her might: perhaps to avoid another vicious peace like the one that followed the mentioned conflict. He had visited Paris a handful of times, and could only imagine what was happening to the City of Light.

Then there was the question of the Portuguese letter. In an obviously politically driven move, Portuguese President Afonso Costa had publicly released a letter essentially detailing all of The Empire's negatives of the war; unfortunately, they were all true. Immediately following the public release of Costa's letter, Asquith released his own. While the public was screaming for a turn around in the war as well as a torrent of verbal abuse towards the Portuguese and their President, Asquith wasn't sure that would happen. He sat back in his chair and opened a bottle of brandy, pouring a glass for himself. Asquith partook of his drink, looking over the letter again for what must have been the umpteenth time. "The answer to this letter will come from the outcome of the Battle of Paris."

The First Lord of the Admiralty's Office,

Winston Churchill sat in his office, smoking on a cigar. Some poor subordinate was in front of him, taking notes on the orders being given to him, "This has got to be the most ballsy thing we've come up with; but in this dark hour, ballsy is what we need. Prepare the ships. Make sure a skeleton fleet is left behind, just in case." The subordinate scribbled away. "Anything else Sir?" Churchill shook his head. The future Prime Minister looked tired; with his majestic fleet largely blockaded, there was little he could do. That is, until he'd come up with this plan. He was putting all the leverage he had behind this plan, and if it failed he'd very well may be strung up.

Summary:
-The British Army in India is placed on stand-by
-Per Churchill's plan The British Navy leaves every port in the Home Islands simultaneously, hoping to strain the German blockade. Damage is inevitable, and the ones that do survive flee West
-The British Expeditionary Force is engaged in full combat with the Germans in Paris, the Marne and Seine.
Why do you support and help people fighting for peace? I mean, you're only an artist.

SPAIN!!
Eduardo Dato e Iradier has a news annoucement.
Hello citizens.
We wish to stay neutral in these tough times at war. But, as a measure, 1 million troops have been sent to Guard Portugal, because they claim to have not attacked our country, but I am not sure, for they cannot simply do a head count. One million other troops have been sent to guard our other borders. We cannot take chances. We should not be scared, but Portugal takes what it wants, no matter how small. We have the situation under control
Eduardo Dato e Iradier

But, a letter was sent to the Portugese
DO NOT ATTACK US!! We are nervous. I know you said that you won't, but we have a preposition. Tell us the # of your army, and give us Suriname and what you "took" from us, and we will join the Central Powers.

Hello leaders of the world.

We are in a ton of crap now.
we are the feather that tips the weight either way. If we go to the Allied, we tip the scale in their favor, but if we go central, we are tipping the scale the other, but the citizens are restless. They want in.You know Spain has interest both ways, but if we go allied, Portugal will attack, but if we go Central, we are a vantage point to the allies to attack. If Franz ferdinand wasn't killed, the world would be fine. So, it is all Gavrillo Princip's fault. We have 10,000,000 army, and we stacked the border. We want to know why we should be on your side.
Yes, that is me in the photo. Feel free to point and laugh at me 2 years ago.

"Gentlemen of the Brazilian Congress, it is delegated to my position that I must do everything within the scope of my power to ensure national unity, progress, and order, as per decree, Article 17 of the Constitution of the Republic of Brazil. It is under this Article that I authorize the rights I am proclaiming today. Gentlemen of the Brazilian Congress, you are under arrest."

Military officials begin to pour into the Congressional building, headed by Minister of War, General Francisco Mandera. Slowly, although some struggles did occur, the Congress was lead away in handcuffs. Some of the Military remained to hear the President's continued address, all eagerly waiting for his soothing words.

"It with the idea of reformation, advancement, and national security that I do establish and ordain the creation of the Second Brazilian Empire. Under this drastic reform, I hereby revoke the charge given to the Coronelismos and instate a Land Reform to be enforced by the now named Imperial Armed Forces." He cleared his throat briefly. This went on for well over an hour, President Venceslau Brás ending this Department, re-instating this, declaring this and that. All met by cheers of joy and thunderous applause.

November 1st, 1914

Vast hordes of the Military posted the declaration that occurred only a few days ago on the streets of major cities and towns in Brazil. Reviews mixed; until they read the Land and Industrial Reforms. These specific reforms called for the end of the domination of the Coffee and overall Agricultural domination by a few elite land owners. The Military High Command has forcibly seized all land owners' property in excess of 250 sq. km., leaving them with a considerable portion of land to still do business on. Land taken will be sold and distributed to low-income day laborers for pennies on the dollar, generating income for the new Government.

As Emperor, Venceslau Brás addresses the nations' problems with a great show of force. The lower and middle classes cheer as the Upper Class has it's privileges and unrestricted power removed. In an effort to increase Democracy in the newly proclaimed Empire, the Emperor has ordered the creation of the Grand Assembly to aid in his will to draft laws with the consent of the governed. All representatives of the Grand Assembly will be elected based on population, nothing more. To decrease corruption in the democratic process, all elected officials are to issue their source of campaign funding, any murky areas will be subject to investigation. To end the intimidation of voters in rural districts, the Military will be present and make patrols to ensure the safety of all civilians. They will train local Militias to take the job themselves in order to free up their time.

Currently in effect is the Economic Reform Act, which authorizes the funding of rising industrialists to create and operate factories, steel mills, mineral and oil refineries, and extraction facilities. To encourage employment in those sectors, people of poor urban background will be given welfare-like securities as long as they remain employed. The same will go to farmers, with the added benefit of free seeds and cheap land to farm on. People willing to construct railroads will also be given loans and encouraged to link up major cities along the Coast of Brazil. For all civilian and main tracks, the Standard Gauge is to be the main size.

In response to growing pressures for a greater Naval Force due to the mounting War in Europe (and indeed the world), the Empire authorizes the construction of 5 Main Shipyards capable of constructing massive warships (or numerous small ships) and will delegate appropriate funds to upstart these industries and provide a large employment base.

Delegation is sent to all nations of the world to ensure relations are kept among all nations, regardless of conflict. For the time being, the Second Empire of Brazil is firmly neutral.

-Brazil becomes an Empire. More rights delegated to the people.
-Land is taken from Aristocratic land owners and sold at low prices to farmers to boost in privatizing our agricultural sector
-Industrialists seeking to open factories and industrial plants will be given loans/tax breaks to help them rapidly build up our industry
-Railroads are to be built by private companies
-Shipyards are to be built to sustain our Naval needs.

November 12, 1914
Lisboa

Afonso Costa had held many meetings throughout the week with all the Portuguese representatives from around the world, and the Portuguese Parliament, and the Portuguese Army, pretty much everyone. As the talks with all nations were going on, he presented that as a file to the Parliament. The political situation of Portugal had to be defined as soon as possible, to protect all Portuguese interests. And on a public announcement, sent to every nation on the world, the declaration read.

From: The peoples of Portugal represented by their Government
To: All the nations of the world

The events that have taken place in the year 1914 have made us all be affected by an overwhelming conflict around the world. A front in Asia, and another one in Europe are the points through which all the tensions between the nations are being released. Tensions that existed from many years ago, or in some cases, tensions that were just formed due to the rise in power of new leaders with their respective motivations and ambitions.

Portugal has not stand still and has acted according to the desires of their peoples and the heritage that our past governments left us. The actions, which, by fortune, were at no point violent, have returned us back the territories that rightfully belonged to us in the time of the Portuguese Monarchy. Doing so, we did not violate any international treaty as per the terms of each treaty established. The annexations taken place are the result of diplomatic channels opened with the local population of each region, and the result of commerce with the already extinct Dutch government.

Nonetheless, at some points we've made some alliances/treaties/et cetera in determinated circumstances, and not at all universal per se. But this has lead to a misclassification of the current Portuguese international political affiliation. Therefore, the peoples of Portugal, represented by their government, have decided that, through this, the Communicate of the 12 of November of Lisboa (C12NL), Portugal establishes that:

1. The stance of Portugal in the current World War is totally NEUTRAL. This implies that any attack or threat to the well-being of another nation will be the retaliation of a similar action taken on the Portuguese holdings, goods and interests.

2. This neutrality makes invalid all alliance (e.g., Germany in Africa) in place before November 12, 1914, except for:
    Treaty of Commerce with Japan through Nagasaki - Which establishes parameters for a bilateral use of ports in Nagasaki and Pescadores Islands.
    Treaty of Windsor - No attack to the British holdings, goods and interests as long as there is a government under the ruling of the British Crown.

Besides that, we, the Portuguese would like to make some final aclarations to Spain, a government which is sending communiqués to Portugal in terms of fear towards Portugal, whilst, seemingly, secretly planning already a war against Portugal:

* Your army can be in the border with Portugal, but we will take the necessary measures if any military action that harms our goods, peoples and interests is taken by you.

* No attack will be taken against Spain as per the aforementioned Communicate of the 12 of November of Lisboa (C12NL).

* No offer can be made on Portugal through the terms you're currently describing, since we do not belong to the Central Powers, nor we do have any political affiliation with its members.

Lastly, we'd like to remind all nations that we are of course still open for commercial agreements and peaceful mediation on conflicts. We propose also that any further problem with Portugal shall be resolved through diplomatic channels. Also, bear in mind that the Portuguese Army will only help with humanitarian aid to the nations that need it, not with any military action.

The terms of this communicate will be rendered null and void if the process on law 1276389128-089 is followed.

OOC: The law 1276389128-089, well, I'm not going to write it. But it is basically that when Portugal is totally surrounded by both forces, and it is totally necessary to take a side; the Parliament will vote on a new communicate.

A delegation is sent to the Portuguese Embassy located in Rio de Janeiro to discuss new programs of commercial alliance with Brazil, now profiting the territory of Suriname as well.

With the C12NL already valid, Portugal has sent 20 ships filled with humanitarian aid to the ports of Bordeaux and Marseille (10 through the Atlantic, 10 through the Mediterranian). All departing from Lisboa.

France
The Americans stood. One American officer with the name of Joseph Martin stood at top of a trench and he cleared his throat " We are here today, united as one." He said, everyone was quiet and paid attention. "When we enlisted, we never asked for a memorial, or for worship. We asked for nothing, but to die for America." He paused. "You will put fear in the faces of the Germans and look death in the face." He said, these speeches will increase morale. "We stand together and die together!" The men cheered.

Around a hour later shade gas began to crash down near Canadian and American forces, killing some Americans without gas masks. Most of the gas masks were taken off dead French soldiers or any solider that was killed in battle with one. After the Shade gas was finished the Germans rushed the defenses. Machine guns chattered and German solider fell dead. Land mines exploded throwing dirt and body parts. The Americans gave it their all. Gun-fire seemed to slow, the battle was ending. It was unsure how many Canadians were killed, but the Americans took heavy casualtys. It seemed America prevailed.

Greetings, we have read your message and discussed it.

Joining the Central Powers will automatically make you a enemy of the United States and be targeted as such. This will likely result in The United States invading your country. However, if you side with the Allies, you will won't be embargoed or attacked. You will receive many benefits from The United States, such as supplies and defense when necessary.

Tokyo, Japan
November 21st, 1914

The bliss of winter surrounded the tall buildings, and the far western mountains, casting a white blanket over every visible object. Emperor Taishō was required immediately in the war room, his staff awaiting him patiently. He trudged through the piling snow layer that rested thinly on the streets, making his slow assent from the bottom of the stairs, and into the ancient castle. A glimmer of moonlight shone down on the peak its slated tile roof, exemplifying the green Jade pyramid that sat firmly in place, watching all of life pass it by, as it had done for centuries. The Emperor stepped inside the grand red wooden doors, slowly shutting them, and shacking off the collections of snow on his head and shoulders. He proceeded, with caution, into the vast, central most room of the castle, where his numerous advisors and general waited for him. The moment he came in, there was a sharp rapping and every person in the room bowed as the Emperor walked briskly to his throne-like seat at the far end of a long table. He motioned to his closest advisor, Chitsu Marakita, and the bowing men stood once more. The men looked at the many papers, maps, and objects scattered around the table with peaked interest. The Emperor motioned for his advisor to sit, and his deep, demanding voice echoed faintly from each corner of the surrounding walls,

"Greetings, I am glad to see you all here today. It was not long ago that Manchuria was wrenched, though with little force, from the Chinese. I have been informed that the Manchurians were put to work not long after our soldiers strolled into their land. Our economy will benefit greatly from this, no doubt. We have constructed modern roads throughout almost every province that makes up our great nation, and the same goes for railroad systems. Dozens of factories currently operate across Japan, and thousands of factory workers lined up to build goods for their Emperor. Our current, mobilized, idle force numbers at approximately 4,200,000 soldiers and counting. We have over 800,000 troops deployed currently. Our Navy has made significant growth and technological expansion since the beginning of the year. Our ships have the biggest guns, and the greatest capabilities. Our research in chemical and biological warfare has come far, and our new, highly acidic 'Mushinoiki' gas is ready for deployment. I believe with the very bones of my body that we will have not better time than this to make an impact on the world. So, to conclude, I want to thank you gentleman for working so hard."

Naval Commander Ishimaru Yamato then spoke, "Emperor, our navy has been patrolling the Pacific for some time now. Upon your permission, I ask that we deploy the bulk of our navy, to lock down the region from an intervention from outsiders. I also request a pardon."

"You request is granted, Yamato. Make use of the technology you have. Any other requests?"

The General Yamatza of the Imperial Army took his turn, "Emperor, the deployment of 1/3rds of our troops to Manchuria, and 1/3 to Indochina is what I request your permission for. We can keep the last 3rd for our homeland, as well as other operations. I also request a pardon."

"Granted, General Yamatza. We have the latest technology available, thanks to our European allies. Make use of it, your soldiers, and our various chemicals and germs. Do not hesitate, spare no man, woman, or child."

Finally, the commander of the areal wing, General Suziko, made his request, "Emperor, I humbly request that you allow for greater expansion and technological research of areal warfare. Also, I request that you allow the air wing a pardon, for conduction of civilian air raids."

"Granted, General Suziko. Make full use of our current air force while you wait for more planes. You will be receiving more planes shortly, and be sure to use chemical, fire, and germ bombs where applicable."

None of the men would dare glance away from their fixed stare. They seems perplexed by it , and so did Emperor Taishō. It was the first run of their grand plan, the conquest of China. It was only a hypothetical invasion, and everything the Generals had asked for was part of this invasion. If need be so, the Generals would have pardon and permission from their Emperor. The Emperor knew that this invasion would anger their European allies, possibly start a massive Asian war, and could potentially destroy Japan, or make it rich beyond its wildest dreams. There was light discussion over it, but no one proposed its actual execution, at least, not yet.

The Emperor still had so much planning left, though. His first objective was to telegram Germany, however, and this was his primary goal for the time being. The pen was like stone as he held it firmly in his right hand. He wrote the letter he wished to send, and then gave it to his personal telegraph officer,
