ArchAngel Physiology - Mimicry: Lairah is almost certainly not an actual ArchAngel from Heaven, but that doesn't stop her very existence doing everything to make you reconsider, such as wings, and summoning her two spears out light to her hands. This Physiology further entails:
Superhuman Condition: Being at least a half-decent fake of an angel of any kind, Lairah's body is well beyond normal humans, and even many metahumans. As of her 23rd birthday, her aging has slowed to almost, but not quite a halt. Diseases and poisons of natural origin are wholly ineffective, while man-made and metahuman generated ones still struggle to survive. Healing Factor included, healing most minor wounds (up to small caliber bullets) in minutes, and more severe ones in typically hours. Near-death too, at the cost of weeks. Tl;DR, Faster, Stronger, Harder, Smarter, everythinger by a wide margin to humanity at large.
Wings: Lairah, of course, has wings. Light ones, to be precise. Capable of lift, flight, Weapons, and... solar power. Top speed of ~100-120 mph, fully combat capable 65 and below, marginal capabilities above, mostly relating to her only ranged attack option from her wings - firing a barrage of light-flechettes. Depending on energy put into it, can be equivalent to a BB gun, NATO 5.56, up to 7.62x38.
Supernatural Combat: Very specifically, in her absolutely terrifying ability to wield 4 weapons in close range at once. 2 Spears, one for each hand, plus the wings, and do so in a flawless manner of grace and precision.
Full Counter: Requires a weapon or some sort of durable armor or object, further requires Lairah to be braced and counter-striking into the attack. Provided these criteria are met, the attack will be fully redirected towards the attack direction.
Scales of Justice: Lairah normally wears a scarf. Like all the time, and covering most of her face too. The reason is simple, when this is removed revealing her full face, it also reveals her presence in a powerful aura. Those deemed unworthy, and evil by the ArchAngel of Justice will feel the weight of their sins on their shoulders, slowing them down at best, or easily crushing to death normal humans who happen to be psychotic serial killers.
On the flip side however, those deemed worthy of life will feel the strength of their virtues, attributing an across the board increase to their condition. This is actually extremely early stages of Angelization, the effects of which are almost always temporary and don't last more than a few hours once she's gone. Extremely prolonged exposure, however, may result in permanent effects, up to and including full Angelization.
Passively, regardless of her face, it further allows her to see an 'aura' of people, used to judge whether they are worthy or not.
Karma: Give what you take, and take what you give. A double-edged sword if ever there were one. At the cost of disabling her other powers (Scales of Justice, her Wings, her horrifying close combat skill, and even reducing her healing abilities by around 70%), causes all attacks to reflect equal force on the attacker - Whether it's the opponent, or Lairah herself. She rarely actually swings back during this, instead bargaining that she can survive the hits long enough to store the energy from them into a counter attack that, should it land, is almost always fatal.
Inner Calm: Lairah has a sublime, immovable calmness within her. It is not so much that she cannot feel emotion, though she suppresses those internally, but that no matter how much they may rampage, will never affect her judgement, expression, or actions, unless intentionally trying to do so.
WEAKNESSES: Army of One: Lairah isn't exactly unknown, and in that, she has alot of detractors - violent ones, and powerful ones. Though she originally had a team, they are now scattered to who-knows-where, and with a complete lack of social ability, a miracle from god himself will be required to find allies in a city of not only prey, but predators.
Self Immunity: Full Counter is perhaps her most useful ability, and is certainly chief in her skill at fighting other metahumans. However, it is, in some cases, worse than useless when the opponent is immune to their own powers, or can even benefit by having them reflected. A rather significant inconvenience for a staple move.
Energy Consumption: Do you remember the part about her wings be kinda like solar panels too? Really good ones by the way. If they weren't she would have problems. While starvation is not likely to kill Lairah due to her condition, it is fully capable of severely crippling her, and being a metahuman further genetically modified to put out even more whoop-ass means the energy requirements are ridiculous - equal to several whole, large supreme pizzas per day (pizza hut's are 3280 per pizza). This can theoretically, and preferably is met by sitting outside all day on a hill, with no one around, collecting power.
For this reason, she also primarily operates at night, for maximum efficiency as well as stealth reasons.
Enemy Angels!: Lairah's ability of angelization can have negatives. While even many heroes do not meet the lofty standards she has, there are plenty who do and still take just as much issue with her nighttime leisure of murder. This is especially problematic considering if her full face is revealed at all, it will now lend more strength the her opponents. Something not needed when one is likely to be fighting many to begin with.
More unlikely, and far more concerning, is the remote potential that a particularly stealthy and patient enemy could stalk her for who-knows-how-long while she has herself exposed, and potentially reap the benefits of full Angelization, adding a further very unwelcome supplement to their existing abilities.
Karmic Gamble: Karma is not something she typically uses. It's mostly reserved (much like her light-flechettes) for scenarios where she is fighting multiple opponents and a risk of being overwhelmed is notable and exists. The energy absorbed from this could potentially supply multiple counter hits with a high likelihood of 1-shot blows, but also carries a notable risk of her dying first.
Of further concern, using Karma requires the slowing of her Healing Factor. Assuming survival of using this power, the damage inflicted will prevent it from being reverted to it's full scale, meaning her healing will be slowed until her condition is fully restored.
EQUIPMENT: Full Tactical Combat Suit (All-around body armor, basically), rated for use against armor piercing rifle rounds, worn under size-too-large civilian clothing.

So, as it stands, the issues with the app are concentrated to the Powers:
Karma/Karmic Gamble needs to be removed.
Scales of Justice/Enemy Angels! need to be modified. Something as simple as facial exposure really shouldn't be a trigger to a power, especially if it's based on user opinion, and could perhaps lead to a situation where a opponent character may be forced to either godmod their way out of the situation or face death. It's simply too vague in criteria and needlessly easy in method of action as is.
Full Tactical Combat Suit in combination with everything else seems notably overkill, given it's capacity to stop armor piercing rounds, likely one of the few things that could earnestly give most characters a level playing field. Not all characters need to know weaknesses from the get go, but they need to have options to fight with. Otherwise it just loses it's charm and becomes somewhat frustrating.
Other than that, everything else seems solid from a character perspective.
