People always stereotyped Asians as smart and strict people. while i, an asian have an average intelligence and Lazy. So in southeast and south asian countries we call asians, Chinese

Would applying as a state be acceptable? I have my mind on Georgia where they are in a state of limbo. For all intents, and purposes it operates as an independent nation under the assumption the united states no longer exists, but it still loyal to "it". To avoid making it too OP the population will be around two million, and to give some perspective in 2000 IRL it was 8.27 million people so you know its gone through some rough times to hit a population low like that. The first big thing I have planned is an election campaign between those who want to stay in the "union" and those who want to "leave it".

speaking of disease, It would be interesting in the IC for something like Ebola, the spanish flu, the Plague or something like that happening. Because the CDC probably doesn't exist anymore

On the topic of Spanish flu I could see prospectors in the frozen parts of the world accidentally unearthing a corpse from way back then, and cause the disease to spread slowly. The black plague took years to fester before it truly became a pandemic. To put it in a modern perspective the first case of HIV began in the 1920s (Belgian Congo). It slowly spread before becoming truly global as we know it did in the late seventies, and early eighties.

If you want to see horrifying historical diseases, re-introduce smallpox. Undo one of the greatest achievements of the 20th Century. I suspect that would be much more interesting than the flu.

There are samples lying around, after all...

As for disease, I've definitely been considering some IC events related to that. So keep an eye out, you might get an outbreak sooner or later, be it natural or a biological attack. ;)

In general, the world has been kicked back to about the beginning of the 20th century healthcare-wise (for the most part). Medical knowledge and technology is still at a modern level, it's just that the infrastructure and supply chains to support that have been severely disrupted by the economic crisis. Many medicines are in short-supply, medical instruments and machinery is hard to import and manufacture (making it too expensive for many) and the disruption of education has meant a reduced number of doctors and nurses. Hospitals are generally overstretched and underfunded and emergency services significantly reduced in effectiveness. Cholera, polio and tuberculosis (among others) have reemerged in North America and Europe.

As for the CDC, it is plausible that they'd still exist in some form. Obviously, with the collapse of the federal government, they'd no longer be a federal agency, but I can't see why they couldn't still continue on as some kind of independent organisation or within whatever successor state they operate in.

Economy: The Soviet economy is mostly focused with industrial cities and rural countrysides, cities such as Moscow, Kursk, and Smolensk being the largest remaining cities after the long years of chaos. The countryside on the other hand are now filled with a mix of private and state run farms, many private farms coming together into voluntary cooperatives to help feed the people. The Government focuses on self-reliance but due to the obvious penalties of communism before they made sure that they would mend for their mistakes.

Resources Controlled: The territory that is under control of the USSR has a mix of iron ore, construction materials, wood, clay, coal, rare metals, and Peat. It also has many agricultural products such as pigs, cattle, and several different crops that can be grown. The USSR also controls several major railways but most are left in disuse and disrepair.

The Soviet Army: The Soviet Army making up most of the Soviet Armed Forces is made up of trained soldiers which were in service before the Soviet Union fell and the Russian Federation, many military storage centers which housed old tanks such as the T-54 and T-55 the amount of them being 400 T-54s and 100 T-55s. There are also several other hundreds of tanks ranging from the T-64, T-72, and T-80s, many of which were scrapped for different purposes but many still in storage due to the Governments wish to not waste fuel. Most small arms of the Soviet Union include AK-47s, AK-74s, RPKs, RPDs, RPG-7s and many other Soviet weapons that weren't lost during the dissolution of the Soviet Union in 1991 and the dissolution of the Russian Federation in 2002. It in its current state has become a mix of leg infantry and motorized divisions, tanks now becoming more of a support role though independent tank battalions still exist. Though the former Soviet Union focused on heavy armor to break the enemy, due to the lack of natural resources and infrastructure the current Soviet Union had returned to that of a infantry focused army, though in the future it hopes to return with heavy mobile armor.

Soviet Air Force The Soviet Air Force is the smallest branch in the Soviet Armed Forces, it is made up of a 15 MiG-27 attack aircraft, 25 Su-27 multi-role air-superiority fighters. It also managed to save 20 Mil Mi-24 helicopter gunships and 5 Mil Mi-28 attack helicopters. The pilots of the Soviet Union are also made up of trained pilots from the previous air force of both the Former Soviet Union in 1991 and the Russian Federation in 2002, though due to lack of spare parts and general neglect by the current Government it is but a shadow of its former self. Nonetheless it might as well be one of the more powerful air forces of the Former Russian Federation.

Brief History (Since Collapse, Formation etc.):

When the Y2k Crisis hit the fledgling Russian Federation which was still recovering from the dissolution of Soviet Union it wasn't prepared when the crisis reached Moscow, though having only just begun to export its goods when any possible imports started to be cut back and any profit from its exports disappearing the Government wasn't capable of handling the crisis. Two years after the crisis the Government of the Russian Republic collapsed, the military having scrambled to keep order in the streets and keep a military junta led Government alive it was futile. Chaos covered the streets of Moscow, Leningrad and Vladivostok with police units being scattered and military too over extended to cover enough of the territories the Federation did control.

Though all wasn't lost, the Russian Communist party having taking advantage of the situation. Telling the people of Moscow and many other surrounding territories that because of opening up the markets to outside foreigners it has caused this crisis to be so severe in the Russian Federation. Union members, students, farmers, laborers, and the common man banded together in militias and rose up to take Moscow and returning it under the banners of the USSR. Those who were still loyal to the USSR in the military began to strategically redeploy themselves back at Moscow to support the return of the Communists, beginning to reorganize themselves and expand into what is the Central district of Russia. Securing it from rioters, bandits, or others that went against the cause of the revolution.

Now having secured its territory the Soviet Union had to do something terrible to bring full order back to its territories, it ordered the purging and military sweep of the nation. Several thousands of people were beginning to be rounded up by the military and the now restored KGB, being sent to state owned farms or newly created gulags so that they may be forced to work. Many were expelled out of the country, their fate unknown to the people and even the Government. All in all the purge that lasted from 2004 (the restoration of the USSR) to 2011, killing, imprisoning, and expelling almost 4 million people. Though most of them were painted as enemies of the USSR and many of them were indeed criminals and dissidents.

Now the year being 2020, the United Soviet Socialist Republics having taken its time repelling any large enemies within its borders started planning its outward expansion in regaining all its lost land, to return it all under the red dawn it deserved long ago. Though on the inside the Communist party has begun to be divided once more, between the hardliners, the reformists and the moderates. The hardliners demanding that the old Soviet policies be reinstated and the full return may be complete, the reformers wishing for the liberalization and privatization of the Soviet Union, while the Moderates wishing to keep continuing on its current path of greatness.
Internal Issues (At least two):

Divided Party: The Communist party is split into three factions (as said above) and each have their different goals, this will cause much disruption of the political process and can hamper certain situations that could be easily answered. Though the Premier still has complete power, the factions could cause trouble within the nation.

Conflicted Populace: The population much like the Communist Party is still conflicted with the return of the USSR, many still believe that the Russian Federation should be returned, even fewer think the return of the Emperor is in order. Though many still want more democracy and rights to be returned, though the populace is quiet for now due to the current might of the military and the party, in the future it may not always be the same.

Okay folks, IC is up! I've also updated the map and roster, though there's a few not on there due to app changes or the like (so very much WIP. Expect a better map when the situation is clearer. :p).

Also, I've been brainstorming a little system to use when it comes to conflict. Rather than forcing players to decide between each other how it goes down (and trying to avoid godmodding and powergaming) I've thought about feeding some stats into one of those battle simulators or scorinators floating about (making my own if need be) and then adding and subtracting modifiers like terrain, equipment level and such and then posting the results in the IC for players to react to. Should my own troops be involved in a battle, I can hand it all over to one of you trustworthy folks to maintain that independent adjudication. 8)

Before then, I would relay to the parties involved what the battlefield looks like and then both players would TG me the forces they're committing, their equipment and the game plan for the battle ahead. I'd then crunch some numbers and apply modifiers based on the battleplans, locations, troop statuses before writing up a battle report to continue the RP.

My inspiration comes from an old American Civil War RP I was in a few years ago that I thought did a very good job at simming the battles for the players. I don't just want to commit to that though, I'd love some feedback first!

The Hokkaidan military is trained in squad-based guerrilla warfare. The most common weapon in the military is the Howa Type 64 Assult rifle followed by the Saiga 12 Shotgun. Most other weapons save for the M2 Browning, Sumitomo Type 62 machine gun, and the Minebea 9mm Pistol were mostly scrapped and repurposed for other weapons or melted down. The military has also begun as small run of newer Ho-3 cannons. The Shogunate lacks an Airforce but maintains a small coastal defense force of retrofitted Japanese military and civilian vessels, 26 in total. (17 Junks, retrofitted civilian ships, 9 Japanese coastal defense ships)

Brief History (Since Collapse, Formation etc.):
June 2000: The local Hokkaido government collapses under economic pressures and the island descends into a state of pure anarchy.

February 2005: The Hokkaido Shogunate is formed in Sapporo by Takahashi Naozane who wishes to bring order and structure back to Hokkaido and return Japan's former glory. The Shogunate begins to expand its territory. Most of the former Hokkaidan industrial complex is nationalized and the government begins to promote Hokkiadan cooperation and unity.

May 2011: Hokkaido is united under the Shogunate and the currently Shogun, Takahashi Naozane, expands the new countries influence to the surrounding Japanese islands. The government begins to implement a standardized education system, repair the water and sewer systems of cities and towns and introduces the Mon a standardized coin based currency system to the nation. Construction of the Sapporo Palace is started.

December 2015: The Sapporo Palace, A large building reminiscent of ancient Japanese Castles, is competed in Sapporo and is not put into operation as the defacto government building and home of the Shogun. The Hokkaido manga industry reforms in Kushiro and quickly spreads across the nation.

February 2018: The Hokkaidan government begins countrywide repairs to the electrical grid, the preliminary survey finds that approximately 40% of the island is completely without power while another 50% experiences long and frequent power outages.

October 2019: Shogun Takahashi Naozane dies, his death was caused due to respiratory cancer, which he seems to have had for years prior without detection. His son Takahashi Kokushi is made Shogun at the age of 25.

In 2020 the Shogunate of Hokkaido has many economic and internal dilemmas and because of these reasons had become increasingly isolationist and defensive of itself, while it continues in an attempt to improve its position and solidify its control of the island, although several of the Daimyō are skeptical of isolationist policies. Around 60% of the island now has stable power, 89% have clean water, and 97% of towns and cities have a working sewer system/ waste disposal system.

Internal Issues (At least two):
-Memories of Republic: Many people of the Hokkaido Shogunate remember the former Japanese republic and the freedoms it brought them.
-Agricultural Economy: Hokkaido lacks any major industrial strength and this has severely crippled their ability to produce civilian and military good alike.
-Decentralised Government: Daimyō rule large swaths of land in the Hokkaido Shogunate taking charge in local rule, while all are required to swear an oath of fealty to the Shogun it is unknown if they will keep this promise in the future and enforcement of federal law by them varies from region to region.
-Incomplete recovery: Parts of the country are still recovering from the Anarchy of 2000 and a large part of the island is still totally without power while 11% of the island's inhabitants are without clean water. While this is better than it has been in the past this was Shogun Takahashi Naozane's top priority to rectify.

Economy: The economy of the UIR is relatively small. It is a mixed economy with elements of Central Planning and capitalist markets. Being a loose confederation, the members each have different economic models. Seychelles and Mauritius have increasingly moved towards Market Socialism, Madagascar moved towards a highly planned system, and the rest generally lean towards free-market capitalism. Central Plans are published relatively often and generally proscribe goods to be offered from each of the states. The strategic location of many of the states, especially Zanzibar and Maldives, allow income from taxing trade.

The military of the UIR is not very strong, this is mainly because it is made up of many small islands and has no land borders with any other states. The military is run by the Department of Security. It is primarily based in Sri Lanka, Zanzibar, and Yemen. The UIR has only been in 3 wars; the Comoroian Revolution(as the Union of Seychelles and Mauritius), the Sri Lanka War, and the Liberation of Yemen.

Navy
The Navy is by far the largest branch of the UIR military. It is technically the largest navy in the world, though far from it in tonnage. The UIR fleet took the option of buildling more than a dozen light patrol boats that were still capable of long distance travel, not unlike the ancient Dhows that plied through the same water. There is generally at least one patrol ship assigned to escort each of the cargo ships that travel between Colombo, Zanzibar, and Aden. They are designed with only a light gun and a small compliment of small arms as well as a handful of marines. There are also a few large ships that mostly predate the collapse. The only large post-collapse ships are the Albert-France Class, a pair of light "aircraft" carriers. They are each capable of carrying a helicopter and some UAVs. The navy operates two diesal submarines.
Army
The UIR Army consists of a few units. The army contains less than 10,000 soldiers. It uses the regimental system, consisting 4 regiments and remaining personel in other independent units. There are 3 regiments deployed in Yemen and 1 in Sri Lanka. The UIR only possesses 10 tanks, all located in Sri Lanka. There are about two dozen armoured vehicles located in Yemen where they subsititute tanks. The government is currently developing armoured amphibious vehicles to allow UAV and helicopter supported landings.

Air Force
The UIR Air Force is the smallest branch. It has 7 fighter/attack jets, all based in Yemen. There are also 3 transports and 11 helicopters. There are almost 20 UAVs however, most of which are small reconaissance drones. A few carrier bombs.

Brief History (Since Collapse, Formation etc.):
The stage for the UIR was actually set before the collapse. It's leader, France-Albert René proposed an alliance and economic union with the nearby Republic of Mauritius. While the agreement was being finalized, the collapse happened. Surprisingly, this did not much affect the two small nations at first due to their lack of access to technology in the first place. The Union was fully completed in 2001 as the "United Republic of Mauritius and Seychelles" ruled by the Communist Dictator France-Albert René. This Union allowed trade between the two island nations. Due to the large production of cash crops and fish, neither country suffered any significant food shortages. They were quickly turning towards restoring their own economies and trade. These two nations within the union were quite unique in their luck, in part due to their bountiful surroundings and low population with the sea providing a lane of travel amongst the islands.

Comoros faired worse, it was in the midst of turmoil after an economic collapse due to government corruption before the global collapse even happened. When the second collapse occured, violent confrontations broke out between citizens and the government. Anjouan and parts of Grand Comoros were both taken by rebels. This was saw an intervention by the URMS that lead to the toppling of the government. This was followed by the restoration of the Sultanate as a Constitutional Figurehead monarchy. In 2003 Comoros also joined the Union with Mauritius and Seychelles, remaning the URMS to the UIOS(Union of Indian Ocean States). Comoros slowley recovered alongside the other two islands, though remaining a little bit behind due to the damage caused by the fighting.

Madagascar was one of the nations most affected by the collapse. It had been depedent on foreign aid after more economic troubles in the 90s. When this aid dried up, civil war broke out in the island country. The total collapse of infrastructure followed and the island was divided into several factions. The North was ruled by the Malagasy Republic, the south was ruled by the Malagasy Democratic Republic, the East Coast was lead by the Betsimisaraka Patriotic Front. The Central Highlands of the country turned into anarchy and a devastating refugee crisis as a plague outbreak began. The UIOS attempted to quarantine the island to no avail, albeit they were able to prevent the plague from spreading to their own islands. The plague massively devastated the population of Madagascar and lead to the rest of the island collapsing into anarchy in mere months. The Malagasy Republic was overthrown by the Communist Party of Madagascar and lead to the establishment of the short-lived Malagasy People's Republic. The MPR lasted all of 3 weeks before being invaded and conquered by the UIOS on the grounds of peacekeeping, most believe this was actually an economic move to prevent the MPR from challenging the UIOS trade monoploy in the Western Indian Ocean. The UIOS established the Malagasy Territory as the first Federal Territory of the Union. It was to be governmened by a board of governers with two from each member-state and 6 from the local government.

The last of the original Union states was the Democratic Republic of Colombo, commonly known as Sri Lanka. The North of the country was conquered by the Tamil Tigers while other parts were occupied by Sinhalese Ultra-Nationalists. A small genocide broke out in the bordering regions while the economy went into total free fall. At certain points unemployment approached 90%. The Sri Lankan goverment then suffered a civil war within the civil war between forces loyal to President and forces loyal to the Prime Minister. This again devolved as the Southern part of the country broke into a several dozen warlord states. The largest being the "National Front of Sri Lanka" which occupied Colombo. The NFS was able to make an alliance with Tamil Nadu and the UIOS to simulatneously invade Sri Lanka and restore order. This lead to a swift blitzkrieg that lasted only 4 months. In return for their help, Tamil regions of Sri Lanka were ceded to Tamil Nadu. That ultimatly proved to be fruitless since Tamil Nadu collapsed into three states just a few months after the war. The Second Sri Lanka war broke out one year after in 2005 due to the fact that the NFSL state refusing to give any concessions to the UIOS as well as generally losing popular support due to an arbitrary stlye of governing.

The Second Sri Lanka war was far more brutal. The UIOS and its allied militas fought a slow war against the NFSL slowly driving it northwards. The NFSL responded with a massive counterattack similar to the Tet Offensive of the Vietnam War that ended up with the encirclement of several pockets of UIOS forces. This led to a de facto stalemate as the UIOS suffered loses too devastating to sustain war for much longer. The UIOS instead chose to build a massive fence and trench around Colombo and seeking an economic victory over the NSFL by literally breeding fast enough to outnumber them. The state established in Colombo became the Democratic Republic of Colombo which joined the UIOS.

The UIOS became the modern day Union of the Indian Rim due to "fall" of France-Albert René. His dictatorial rule was overturned by a brief crisis due to increased tension within the Union. This led to the calling of a Constitutional Convention to define a new Union. The Union emerged with three major factions, the Populists,.The new Union was established with a weak President who held limited executive power and the Prime Minister who held most of the power within the Union. It also estalished the tricameral legislature; the Union Assembly, the Senate, and the People's Assembly. The Union Assembly is the largest with directly elected members, the Senate has 6 members for every member state, the People's Assembly is elected by proportional vote across the Union. Any law must past all three chambers. If the average vote margin is less than 2/3, then the president must also sign the bill. The new policy also granted right of government to the states so long as they were considered democratic, be it socialist or monarchical. The Constitution included a Bill of Rights, far more comprehensive than the one in the United States, as well as much more detailed description of both the powers of the Union government and the state governments. The new Constitution and the Union was established on July 7th, 2008. This is celebrated as Union Day in the UIR.


The formation of a more Democratic Union immediately spurred the two other independent island nations of the Indian Ocean to join the Union, those being Zanzibar and the Maldives. The latter was forced to change to a more democratic form of government in exchange for trade concessions. The annexation Zanzaibar led to the annexation of the territories in Africa annexed by Zanzaibar from the old Tanzania. The territory included the massive city of Dar es Salaam, the second most populus in the entire UIR. There is currently a referendum being held about wheter it should become a member-state of the Union.
