rule of thumb is that a nation can support, in peacetime, 1% of the total population as an active force, raise that to 4% during war time, with total conscription.

1% would be somthing close 1091788.99, give or take a foot.

General, during a peace time operation a nation can efficiently and properly support, train, and equip the rough equivalent of 1% of its population as an active, standing army.

During War time, you can push that to 4% if you go with total conscription and total war economy.

Im saying you having 19 million active troops with the tech of 1884, and only a 100,000,000 million population, your economy is wholly shit, or your number wanking and likly dont know it.

On top of that, this is 1884, my man, Battleships are still in a prototype stage at best, and 500 of them? Thats a stretch even by modern standards.

Well, actually, that's a major problem.

Even if Haiti did have all the Caribbean, the issue would be managing a puppet that's Central AND South America plus Mexico if we're plucky, which even if we were the British Empire have trouble dealing with.

It is never true that someone has to fight most members of a population. For a start, most of the population is either too young or too old to fight. Then, the majority is untrained in the use of percussion rifles, and won't stand for a minute to face a regimented enemy volley. They would have to resort to guerrilla tactics, but that generally only has a nuisance factor, and won't beat an actual field army.

Then there is the fact that a population is never that unified about anything. Every nation has a myriad of political opinions, and some might not even object to foreign intervention if it is for the right reasons. Most people are not willing to fight and die for a cause, especially not when that cause seems lost.

Well, Britain already said it won't directly intervene (but weapons and financial aid are a yes for you so there's a plus), and I'm not sure what the USA will do but if we keep our intentions low ICly and kiss America's free backside every once in a while, we could get THEIR backing.

But there is still hope. You could get France on your side if anyone will play them, though considering now their slavery motive is obsolete now, there is a bit of doubt that we will have direct intervention, so they'll play more of a role like Britain.
