They don’t even know Taiwan exists for the most part and if they do they aren’t getting on a raft to go live in the woods, they’re going into a well defended Chinese city. If bandits are trying to leave on boats (which is very rare) China is going to stop them with their larger and faster boats.

By China, I mean the region, not the YRS. AFAIK, Guangdong and Fujian are not going to be having advanced cities.

Hanajima would not be moving these people themselves, the people would be immigrating into the region on their own. I'm not sure it's so far fetched given that there are links between Neolithic cultures around the Yangtze river and Jōmon era Japan.
