Fowler understands how Congress works, he also understands that Conti is using the same exact lines that create a 400 billion dollar annual budget deficit. Conti said 100% what Fowler expected, Fowler just hoped that the Republican Supermajority would force Conti and the democrats into a position where they would actually try and make a substantive deal which actually cut into spending.

Another way to cut into a deficit would be the creation of revenue, but obviously Conti wasn't going to suggest that to a Libertarian. But while Fowler wouldn't have entirely alienated Conti, here's how Conti will view that meeting:
1. Good first impression...
2. ...until he began acting hostile
3. Naive Libertarian that doesn't understand the necessity of a a federal budget that is allowed to have a deficit due to the realities of the world, funds needed for necessary programs, etc.
Does he think Fowler could be of help in the future? Maybe. But not so much now.

Seriously though, thank you Fowler is doing his absolute best here and did not want to take the meeting in the first place, he can't stand (to use use a NS term) Liberal tax and spend hypocrites. But he feels the Balanced Budget Amendment is a reactionary move that is going to do more damage then it solves.
