APPLICATION
NS Name:
RP Name: Empire of Carpathia
Flag: TBD
Capital: Budapest
Territory: Slovakia, Hungary, Romania
Population: 34,000,000

Official Language(s): Hungarian, Romanian, Slovak
Recognized Language(s): German
Ethnic Breakdown:

50% Romanian
28% Hungarian
13% Slovak
9% Other

Religious Breakdown:

43% Eastern Orthodox
16% Catholic
10% Protestant
30% No Religion
1% Other

Type of Government: Absolute Monarchy (de facto oligarchy)
Head of State: Emperor Charles III Hapsburg
Head of Government: Prime Minister Jakab Adrián
Legislature (the name of your national legislature): Parliament
Legislative Houses (if your legislature is bicameral): Unicameral
Party in Power: National Development Party (only legal party)
National Issues:

-Outdated military. No power will sell Carpathia the best equipment or much of it because it frequently changes sides and then steals its former benefactors technology. It’s military is generally not very good although it has massive stockpiles of weapons, vehicles, and equipment. Carpathia is also perhaps the only state to fail multiple nuclear tests and if it has workable atomic weapons is unknown by most, although the state claims to maintain a small nuclear arsenal.

-Unbalanced and inefficient development. The western Slovak and Hungarian half of the state is richer than the Romanian half. Romanian separatism is an issue partly because of this. Many large industries are also employment programs and suffer from an under-educated work force even though the workers are willing.

-Bad education system. Curriculum is not consistent in many ways, especially quality, across the state. The only thing it excels at is keeping the Carpathian identity somewhat together.

-Bad diplomatic strategy. Carpathia constantly changes sides and entices the backing of different great powers at different times. It also frequently tries to sell weapons to both sides in regional wars. It does this because the state is largely held together by the mutual desire of the Slovaks, Romanians, and Hungarians not to see the other in the sphere of a great power they do not like. The Hungarians lean towards the Romans, the Slovaks towards the Commonwealth, and the Romanians towards the USSR. This means that if the current Hungarian PM is replaced by a Romanian foreign policy would change as well. The Empeor meanwhile dislikes every great power, especially the Commonwealth.

Public Goals:

-Unfuck political system.
-Modernize military.
-Find reliable global trade partners.

Private Goals:

-Fix and test nuclear weapons which do not work.
-Fight Roman and Soviet influence in Central Europe.
-Overthrow the government of a small African or Central American state using mercenaries and declare it an Imperial province directly governed by the Emperor (Charles III personal goal).

GDP (nominal): 895 Billion
Currency: Carpathian Crown
Economic System: Mixed Economy (de facto Command Economy)
Major Trade Partners: Commonwealth, Roman Empire, Soviet Union
Major Exports: Chemicals, Steel, Machinery, Vehicles (but not very good ones)
Major Imports: Advanced electronics, oil, minerals, medicine
Defense Budget (USD): 35 Billion
Alliance(s):
No permanent commitments
Military Branches (names of official Armed Forces Branches):

Carpathian Imperial Army
Carpathian Imperial Air Force

Active Duty: 300,000
Reserve Duty: 2 Million
Total Manpower: 10 Million

Land Forces: 290,000
Naval Forces: 3,000
Air Forces: 7,000
Other Military Information:

A mix of equipment is employed from multiple different states as well as domestically produced equipment. To be a logistics officer in the army is a fate worse than death. The Air Force isn’t so bad though.

“It is difficult for me to imagine what “personal liberty” is enjoyed by an unemployed hungry person. True freedom can only be where there is no exploitation and oppression of one person by another; where there is not unemployment, and where a person is not living in fear of losing his job, his home and his bread. Only in such a society personal and any other freedom can exist for real and not on paper.” -J. V. STALIN

Type of Government: Federal presidential republic

Federal Government

The Federal government consists of the Executive branch, headed by the President and their Administration, the Legislative branch in the form of the bicameral National Congress, and the Judiciary branch which is, for the most part, independent of the executive and legislature, with the exception of the Constitutional Court, whose five justices serve life terms and are appointed by the President and approved by the Senate.

The President serves as both Head of State and Head of Government, enjoying the ability to exercise executive power and serve as de jure Commander in Chief of the Armed Forces. The President also has the power to sign passed bills into law, or to veto them. The president is elected to a four year term with second round voting, and is allowed to hold no more than two terms.

The National Congress has legislative power and the power to appropriate funds, declare war, and ratify treaties. Legislation may be introduced within either of the two chambers, but passage requires matching language approved by a majority of both chambers’ members. Constitutional amendments need to be passed by a 2/3 vote within both chambers. Alternatively, a constitutional convention can be called to pass multiple amendments to the constitution at once. The constitutional convention consists of elected delegates. The lower chamber, the National Assembly, consists of 250 deputies elected through closed list proportional representation, with 48 elected on a nationwide list, and the remaining 212 elected in multi-member constituencies. The upper chamber, the Senate, consists of 60 senators, with 10 senators apportioned to each constituent state, elected through single transferable voting. Deputies of the National Assembly are elected for two years, and Senators are elected for four years - members of the National Congress are not subject to term limits.

While the 1985 Constitution does establish an independent judiciary, that line stops at the Supreme Court of Justice, Central America’s highest appeals court. The Constitutional Court has, over the years, obtained a reputation of stymieing attempts to pass progressive legislation, a reputation not helped by the fact that the justices on the court have, by and large, been appointed by conservative presidents that were close to the old regime.

State Governments

There are six constituent states and one capital district (the department of San Salvador). Each constituent state is further divided into administrative departments. Each state and the department of San Salvador have the power to write their own laws (though they cannot act outside of the scope of federal law and the Constitution), appropriate funds for state budgets, as well as other powers typically provided to states in a federal system. Each constituent state and the department of San Salvador have their own government, with an elected governor, unicameral legislature, and an independent judiciary. While the constituent states of Chiapas, Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua have representation in the National Assembly and the Senate, the department of San Salvador only has voting representation in the National Assembly, an issue of contention among liberals and progressives.

Head of State: President Manuel Francisco Salazar
Head of Government: President Manuel Francisco Salazar
Legislature (the name of your national legislature): The National Congress of the Federal Republic of Central America (Spanish: Nacional Congreso de la República Federal de Centroamérica)
Legislative Houses (if your legislature is bicameral): The lower house is the National Assembly (Spanish: Asamblea Nacional), and the upper house is the Senate
Party in Power: The presidency is held by the left wing Movement for Liberation (ML), with a narrow majority in the National Assembly and a slightly larger majority in the Senate due to a congressional coalition with other left wing, center-left, and Indigenismo parties. The coalition ran through the closed list proportional system under the name of the United Front for Dignity (Spanish: Frente Unido por la Dignidad) in the 2021 general elections.
National Issues:

The Dictator’s Constitution: It has been almost 40 years since President Juan Benítez Elizondo stepped down from power, but not before he dictated certain terms that would ensure his legacy would live on (and of course, that would ensure he wouldn’t face consequences as a result of his more than 10 years as Generalísimo). The Central American left, dissatisfied youth, and the oft disenfranchised indigenous peoples have had enough, and are demanding a new, progressive constitution, a campaign point that managed to boost them over the finish line and secure a majority for the first time in decades.

Lions, Tigers, and Gangs, oh my!: (Assuming the Gum Shan Republic had a War on Drugs of its own ITL) The War on Drugs may have subsided, but the gangs that once provided opportunity to the poor under the Elizondo regime have spiraled out of control over the last decade. Gang wars grip neighborhoods in some of the nation’s largest cities, sometimes they engage in pitched battles with authorities and rival gangs in the countryside and jungles, and all the while they intimidate those in power and average citizens to either commit to their respective gang, or to be silent, one way or the other. The violence has spurred a migrant crisis among poorer citizens who are often caught in the crossfire, with migrants fleeing for asylum to Mexico or the Gum Shan Republic.

An Economy Cursed by History: Central America has historically been an export economy, mainly resulting from its agricultural yields of sugar, bananas, coffee, and other exotic goods in the 19th and early 20th centuries. But the economic system greatly disadvantaged most of the nation’s population, and development slowed as wealth disparities grew, especially under the dictatorship. Now, the government has to wrestle with diversifying the economy, developing a better paid and educated workforce across all sectors, and the wealth disparity that has only slightly improved since the 90s.

Public Goals: Update the constitution to better protect human rights, political rights; Either crush the gangs or figure out a solution that will get the gangs to transition to nonviolent, civilian life; and improve literacy, economic development, human development, and address the wealth disparity.
Private Goals: Nothing…yet…

Major Imports: Fuels, machinery and transport equipment, construction materials, grain, fertilizers, electricity, mineral products, chemical products, plastic materials and products, communications equipment, industrial raw materials, foodstuffs, other raw materials, consumer goods

History:

September 15, 1821: After a Constitutional Convention consisting of delegates from the provinces of the Captaincy General of Guatemala and months of discussion and debate, the Federal Republic of Central America declared independence from the Spanish Empire. Independence, much like IRL, was relatively bloodless, thanks to support from local military leaders, who would form the so-called Consultative Junta to lead the transition to a republican government.

1823: In the two years that the Junta came to power, frustration was growing among liberals in the cities, the working poor, and other citizens. Accusing the Junta of deliberately dragging their heels so as to prevent a republic from being formed, liberal revolutionaries took to the streets in Guatemala City, the capital of the fledgling nation, as well as throughout other cities in the Central America. After two weeks of street fighting, the Junta established terms with the revolutionaries: amnesty in exchange for power. The generals were granted amnesty (though made to resign their commissions), and a handoff ensued. The new government was awash with liberal ideas. First, the capital was moved to the city of San Salvador, suffrage was extended from landowners to include the wealthy, and the republic finally began to walk on its own two feet.

1824 - 1914: The Federal Republic of Central America experienced an era of relative peace and prosperity. The export focused economy made the young country incredibly wealthy, even if that wealth did not flow to the poor farmers and workers who made it possible. In 1847, the radical ideas of emancipation finally took hold, and Central America abolished both the ownership of slavery and the participation of the slave trade. In 1848, the liberal government expanded suffrage to include all men, regardless of class or race. By 1912, that right was afforded to women. Under the surface of this shining beacon of liberal democracy, discontent was bubbling, as socialist ideology soon spread to the republic, winning the attention of many of the nation's poor who toiled in fields and factories for a few reals a day. it is during this period of relative stability and prosperity that road networks and railroads were built to connect the federal republic.

1914 - 1945: As the era of World Wars consumed the world, Central America remained neutral. It continued to trade its sought after exports to both sides, and both liberal and conservative governments' policies of laissez-faire and lack of regulation continued to bring business to the nation, at the cost of a widening wealth disparity. Beginning in 1918, after the successful communist revolution in Russia, the presence of communist agitators and socialists of every branch began to entrench themselves, to the point that the socialist movements began to win seats in the National Congress. The traditional liberals and conservatives banded together to form a new political party, the ironically named Progressive Liberal Party (PLP). Under the PLP, efforts were made to stamp out socialism, perceived or otherwise, often resorting to censorship, electoral intimidation, bribery, and when those failed, heavy-handed police actions.

1945 - February 10, 1973: The PLP would begin to meet its match in the form of the center-left Party for Liberal Reform (PRL), with the PRL attempting to ease tensions that were boiling across the nation. During this period, the PRL would only manage to hold power for a fraction of it, from 1942 - 1950 and 1962 - 1966. The PLP came back to power with a vengeance in 1967, cracking down harder and harder on political opponents, both from the PRL and from the various socialist and communist parties and organizations. By the time of the general election in 1970, popular outrage won out against the PLP. Forming an electoral coalition with the PRL, the Socialist Party of Central America (PSC) managed to clinch victory, with PSC candidate Fernando Ubico winning the presidency, and the PSC - PRL coalition winning a slim majority in the National Assembly, though the PLP maintained control of the Senate. Despite overcoming great odds, Ubico was doomed to fail. The PLP-controlled Senate refused to entertain his attempts at reform, and the PRL eventually ended its legislative coalition with the PSC when its leaders felt his reforms went "too far." In the 1972 midterms, the PSC and PRL suffered a devastating defeat at the hands of the PLP. Five months later, on February 10th, 1973, army officers under the command of General Juan Benítez Elizondo, a staunch conservative, launched a coup d'etat against President Ubico. The armed forces stood behind Elizondo, and San Salvador quickly fell, with pro-government protesters shot at in the streets. President Ubico was arrested, charged with treason, and executed by firing squad. The PLP dominated National Congress declared Elizondo to be president and dictator for life, beginning more than twenty years of authoritarian rule.

1973 - 1988: One of Elizondo's first acts as president was to dissolve the National Congress and suspend the Constitution, citing, "communist threats against the stability of the Federal Republic." His regime engaged in ruthless acts of violence against known and suspected critics of the regime, including students, academics, clergy, journalists, and "deviants." It is estimated that at least 5,000 Centroaméricans were disappeared, most likely executed, during his 15 year long reign. Corruption and the wealth disparity worsened, and a guerilla war against the regime, launched by the Socialist Front for Justice (FSJ), sparked to life. The war itself, known as the Jungle War, would result in the death and displacement of tens of thousands of Centroaméricans across the country. Gangs formed among the nation's poorest neighborhoods, first as means to pay off local officials to prevent harm from coming to their homes and businesses, but then changed to accumulate wealth and power. The illicit drug trade was especially profitable for these gangs, and Elizondo's regime often relied on Gum Shan support to tackle both the FSJ insurgency and the gangs. With the former, the regime found some success, thought it was often bloody and brutal and not without great cost to their own forces, but with the latter, soon there were those in the regime who wanted a cut, including, it was rumored, President Elizondo himself. By the middle of 1988, the regime's strength was failing: corruption had kneecapped the regime; citizens were tired of the war and the repression; and the economy was now floundering. Seeing the writing on the wall, on August 11th, 1988, Juan Benítez Elizondo resigned from the presidency, after securing a deal for protection from prosecution and the position of Senator for Life. The new PLP transitional government reenacted the old Constitution, but added changes to ensure that the left would face an uphill fight should they wish to emulate President Ubico's own short-lived victories.

1989 - Present: During the 1990s, as most governments in Latin America did, the resurgent PRL government introduced neo-liberal economic policies, hoping to resurrect the country's historic prosperity. Instead, the electric shock therapy failed to stabilize and grow the economy. Throughout the early 2000s, the two-party system made up of the PLP and PRL fell away, giving way to new political parties of every stripe. The PRL was cannibalized by new center-left or social democratic parties, while the PLP, refusing to change, was sidelined by more conciliatory conservative and center-right parties, though it continues to function to this day as an active political party. On April 9th, 2006, Senator-for-Life and former dictator Elizondo passed away, to much celebration. The center-right government at the time, in an oddly tone deaf move, had announced plans to give Elizondo a state funeral, which resulted in their loss in the 2007 midterms and much public condemnation. The specter of the "leftist threat" curtailed the Centroamérican left for years, although they managed to obtain seats in the National Congress and in state and local elections. By the time the general elections of 2021 came around, the political situation had changed. Most of the old guard had fallen into obscurity or passed away, and local attitudes towards leftist politics had moved away from Elizondist rattlings. Deciding that this was the year where they could secure a majority to finally enact long overdue changes, an umbrella of center-left parties, leftist parties, environmentalist parties, and Indigenismo parties formed an electoral alliance, the United Front for Dignity (FUD). With a united, broad left coalition, they could focus all of their and the electorate's ire towards the disunited center-right and right wing parties. From the wealth disparity and the sorry state of education, to the gangs and out of touch social conservatism, the FUD managed to secure an upset with the election of then-Deputy Manuel Francisco Salazar to the presidency, the first leftist to occupy the Casa Presidencial since 1973.

History:
Pre-18th Century: Bangladesh had been independent since its discovery. But it all ended when in, 1757, at the Battle of Plassey, Siraj Ud Doulah was defeated. The sun of independence had gone down for the first time in Bangladesh's history. Bangladesh previously had been ruled by many different monarchs of different dynasties.
1965: Bangladeshi had now been in the dark of colonialism for over two centuries now, but its time came to an end. After long 9-month liberation war, costing 3 million lives, Bangladesh became independent under a Socialist government, but it still wasn't peace yet, there was more to come.
1975: Bangladesh under the socialist government wasn't peaceful. Everything the socialist Government promised, wasn't done. They promised a democratic system that would represent the country. But it didn't. The Socialist Government abolished Political parties and effectively became a One-Party Dictatorship. But this all came to a close when Ikhtiar Uddin Mohammad Baktheir Khalji II, a young Bangladeshi soldier in the army tried the impossible. He entered the government building and successfully assassinated the Socialist leader. He would then be declared the King of Bangladesh.

History:
Pre-18th Century: Bangladesh had been independent since its discovery. But it all came to an end when in, 1757, at the Battle of Plassey, Siraj Ud Doulah was defeated. The sun of independence had went down for the first time in Bangladesh's history. Bangladesh previously had been ruled by many different monarchs of different dynasties.
1947: Bangladesh became independent after a long struggle for independence from the British. But their Sun of Independence still hadn't fully risen due to the Pakistani's trying to assert their authority in Bangladesh. An Islamic country was made by the british which consisted of the West Pakistan (Pakistan) and the East Pakistan (Bangladesh). West Pakistan would rule the Bangladeshi people like they were slaves.
1971: Bangladeshi's had now been in the dark of colonialism for over two centuries now, but its time came to an end. After a long 9 month liberation war, costing 3 million lives, Bangladesh became independent under a Socialist government, but it still wasn't peace yet, there was more to come.
1975: Bangladesh under the socialist government wasn't peaceful. Everything the socialist Government promised, wasn't done. They promised a democratic system which would represent the country. But it didn't. The Socialist Government abolished Political parties and effectively became a One-Party Dictatorship. But this all came to a close when Ikhtiar Uddin Mohammad Baktheir Khalji II, a young Bangladeshi soldier in the army tried the impossible. He entered the government building and successfully assasinated the Socialist leader. He would then be declared the King of Bangladesh.

Formerly The New Byzantine. Your typical NationStates member since late 2014.
Just call me Byzantine/TNB/Byz because no one really calls me The New Byzantine.

Due to some RL events I was unable to be online the past few days. Apologies for that. Expect reviews of apps and update of the reservation roster in a few hours.

I'll be working on my history section now.

Edit: I will be completing my application once I get home after a very long car ride.

Some questions regarding the RP:
is the capitalist alliance called the "Pacific Treaty Alliance" or the "Pacific Treaty Organization?" I've seen both, and I want to make sure.
Related to the first question: If Egypt goes to war against Jerusalem, how are its fellow PT(?) members required to respond?

I left the Discord Server on my own; let's just say that while I've tried my best to improve my behavior in it, and refrain from the worst aspects of my old behavior, it is best to remove myself from potential opportunities to, well, lapse. There is also the fact that my style of Discord conversation results in me making lots and lots of Discord comments and that rubbed people the wrong way even when I was trying to just talk, and well, I thought it was best to not do that.

Edit: I'm still in the game, by the way.

Edit 2: Unless of course, you guys are okay with me just leaving, and won't have a worse impression of me if I go. If it's the latter, well, is it okay if I ask that it is on good terms?

Edit 3: And sorry too for screwing up my playthrough as Byzantium and not fixing it as soon as possible.

Edit 4: I haven't left, and I made a post.

As far as I'm aware, there isn't much Spain lore, so you can probably do whatever. Just read through the history of the colonial powers and probably Afrique as well and you should be good.

If that happens, then the Spanish language might never exist or even be mainstream.
