Treaty of Pretoria

With both a handshake and a valuable document signed with pen, a possible war in Sub Saharan Africa had been avoided with both parties in agreement to a new compromise. Rhodesia has gained its independence under Godfrey Huggins, and a treaty port established in Cabinda. Much to Malan's goal for the Union of South Africa to achieve during his administration. Bringing rising tensions between his National Party and opposition from the United Party to a new chilling level that one can only hope will continue to drop. Of course with a new status quo comes its opponents from all sides. With Party Hardliners from both National and United on the right wing spectrum remaining unpleased that both a peaceful agreement was made in the first place, and that the compromise didn't include all former British colonies. Prime Minister Malan was quick to shut down a lot of these comments and criticisms during his press conference, saying it was a mutually agreed solution that'll ensure peace in the region for years to come, and bring guarantee stability.

However the ANC's President, James Moroka, had gone on record to call Malan a hypocrite for negotiating peaceful terms with the DRA, while simultaneously having implemented Apartheid in his own country and have continued to vilified the ANC and other Black led organizations in South Africa. Moroka had then also criticized President Mbimwe for giving up Zimbabwe so easily for the monetary and resource gains, allowing it to once again be led by a White Rhodesian instead of by the Black majority in the country, saying he was rather appalled by the nature of the transaction from both parties involved.

Despite any backlash however, the overall consensus in the country had been rather positive to the treaty so far. With Malan's poll numbers rising up along with his approval rating, and the markets settling and rising with the fear of war finally subsiding. It was looking to be both a good end to the year, and a good start to another. Though some work will have to be underway in order to ensure the latter.

The Republic of Rhodesia has been created, much to the pleasant surprise from the newly reinstated Prime Minister of the new state. As he was flying into Salisbury, Huggins reminisced about his 6 years in exile, having expected it to be a lot longer and with more bloodshed involved. But he was more than happy and content to get his country back in business and entering the world stage without any shoots fired. Though he still bit his lip as the Treaty was signed due to the prospect of having to put 50% of his county's earning on lease to the DRA for at least 25 years until 1976, he can only hope it was surely a small price to pay ultimately.

As word broke out of Rhodesian Independence, long caravan lines of former exiles in the coming weeks and likely months after, came streaming back into their country and reclaiming their homes, returning from both South Africa and abroad. The Rhodesian National Front that was established originally as a paramilitary commando unit during the exodus finally see themselves transition into a more appropriate formal security force committed to keep the peace in the new Republic.

As his plane touched down on the airfield and arrived to the capital, Huggins quickly got to work on establishing the first of hopefully a long line of 5 year plans to get the Republic back in order from this current transitional period. And ultimately bringing it internal stability, economic productivity, and reaching expectations for the DRA and the country's GDP. It'll be a long road ahead for sure, with many more decisions along the way, but Huggins was prepare to meet all of them for his countrymen.

Cabinda Treaty Port

With the treaty came the establishment of a new economic zone on the mouth of the Congo River, one that for the most part had to be built from the ground up though. Many South African prospectors and companies were quick to lease up properties in the Port Zone as soon as the Treaty of Pretoria was signed, with some already arriving and beginning construction of branch offices in the area, seeking assistance from local DRA construction companies in order to further build up the Port faster and steadily, offering to pay them in full for the contract work.

Alongside construction, the Ministry of Defense was also quick to enlist and begin training another Marine battalion and Command division that'll serve as the local garrison to the Port. And were planned to arrive in due time alongside the SAS Good Hope and SAS Transvaal frigates to the Port in a symbolic gesture to open the Treaty Port officially upon the 'completion' of its overhaul, and to formally establish the creation of the South African Atlantic Forces, or SAAF.

PREAMBLE

We, the undersigned, recognize that fair trade and investment can benefit humanity and strengthen the bonds of international solidarity. We also recognize the principles of fairness and human dignity must precede the interests of capital and profit in order to achieve this. This treaty is open to states of all economic types. Our collective aim is to promote the dignity of workers around the worlds, in order to encourage the full flourishing of human potential.

CONSTITUTION OF THE FAIR TRADE TREATY ORGANISATION

Administration of the Fair Trade Treaty (FTT) will be handled through the Fair Trade Organisation (FTO).

The FTO will be headquartered in Antananarivo, Madagascar and have responsibility for assessing candidacies, monitoring compliance, providing policy advice, mediating disputes between members, and collecting data on economic behavior.

The IFTO will be governed by the Membership Council. Each member state is entitled to representation and a single vote.

Accredited Companies and Observer are only able to participate in a consultative capacity.

The administration of the FTO will be the responsibility of the Secretary General. Only members with Trade Primacy Status can nominate a candidate per term. Appointment is confirmed by a majority (50%+1) vote of the Membership Council. A supermajority (66%) is required to terminate a term. In the event of a tie the Presidency has an additional vote.

Leadership of the IFTO will operate on a rotating two-year Presidency amongst members with Trade Primacy Status. The Presidency will chair the Council of Members.

Funding for the IFTO will be raised through member dues from participating member states. The amount paid shall be in proportion to their Gross Domestic Product.

The budget will be approved by majority vote (50% +1) at the Annual General Meeting. In the event of a tie the Presidency may cast an additional vote.

Annual General Meetings may be hosted within other member states on alternate years.

To be accredited Trade Primacy Status members must identify to the FTO which clauses they have enacted according to the terms of compliance.

THE FAIR TRADE TREATY

ARTICLE I: Terms of Compliance

Signatories agree to pass and institute legislation to meet the requirements set below within 1 year (365 days) of signing this treaty. Full compliance will be assumed from the signing of the treaty, and will be evaluated after one year. Signatories that have failed to bring their nations into compliance with the treaty will have all benefits suspended until they have met the treaty’s requirements. After the first year, any nation that fails to meet the treaty’s requirements will be placed on a one year probation, with re-evaluation at the end of that year. Failure to comply with the terms of the treaty at the end of the one year probation will result in suspension until they have met the treaty’s requirements.

Signatories that meet the upper tier requirements will be granted Trade Primacy Status. Primacy grants greater access to markets and resources, and the requests of nations with Trade Primacy Status will receive preferential treatment over base level nations. Trade Primacy Status is cumulative; the more areas a nation meets upper tier requirements the greater the benefits.

Signatories shall agree to enforce the dictates of this treaty and shall not act in a manner contradictory to the treaty. Signatories must honor the requirements the treaty places upon their nations. Signatories which fail to enforce a section of the treaty, or act in contradiction to the treaty, will be immediately suspended and must reapply.

ARTICLE II: Labor Requirements

SECTION A - Wages

1. Companies operating within a signatory nation shall pay their workers a living wage.

i. A Company describes any organisation engaged in handling goods and services in order to receive financial remuneration.

ii. A Worker is any person engaged by a company to fulfill this activity..

iii. Living Wage is determined individually for all nations: it is calculated by adding the mean cost of food for the worker and one dependent, housing for the worker and one dependent, electricity, water, local telecommunications, schooling for a dependent and +30% discretionary spending.

iv. Signatories which set a Living Wage 10% or more above the amount listed above will be granted Trade Primacy Status.

2. Wages shall not be denied for time worked. Companies found to be in violation of this clause will be fined no less than 10,000 WD* per worker a day until all back wages are paid.

3. Wages shall be paid on a regular basis not to exceed one calendar month in duration. Companies found to be in violation of this clause will be fined no less than 10,000 WD* per worker a day until wages are delivered on an acceptable schedule.

SECTION B - Work Schedules

1. The work week is set at 40 hours per week. All hours from 41-60 will be paid time and a half. All hours from 61-80 will be paid double time. No worker can work more than 80 hours a week.

2. Full time workers shall have health and pension plans provided by their employers or the state. Part time workers must have health plans provided by their employers or the state.

i. Full time is defined as working 30-40 hours a week, or 35 hours or more on average for a 50 week year. Part time is defined as working 15-29 hours a week, or 20 hours a week on average for a 50 week year.

ii. Signatories that set a full time work week at 35 hours or less will be granted Trade Primacy Status.

SECTION C - Workplace Environment

1. No company may operate a business in a hazardous environment that can be reasonably avoided. Companies found to be operating inside hazardous environments will be fined no less than 50,000 WD* a day until operations cease in hazardous environments.

i. In situations where hazardous conditions cannot be avoided, workers will be fully informed as to the nature and degree of risk, and companies shall have the responsibility for the implementation and maintenance of measures minimizing worker risk, i.e. the provision of protective clothing and equipment; provision of adequate and appropriate training; medical and psychological support; maintenance of sufficient staff; other measures as appropriate to minimize individual exposure to a hazardous environment and increase worker safety.

2. Workers will be protected from all types of workplace discrimination and harassment, including but not limited to harassment based on gender, race, ethnicity, creed, sexual orientation, gender identity, or political beliefs. Companies may be brought to court on civil charges by individuals for violating this clause.

I. Workers shall not be dismissed on the ground of calling for investigation into workplace conditions. Companies may be brought to court on civil charges by individuals for violating this clause.

SECTION D - Labor Unions

1. Signatory nations shall agree to recognize unions formed for the purpose of collective representation of workers.

2. Signatory nations will take appropriate steps to ensure the ability of unions to strike, and must appoint unbiased mediators to resolve disputes if a strike continues for 60 days or more.

ARTICLE III: Investment Requirements

SECTION A - International Investment

1. Taxes on foreign direct investment from signatory nations will be capped at 12% in addition to local taxes. Companies must have 66% of their stock owned by local stock holders in order to be eligible for this clause. Nations which set taxes on foreign owned holdings at 6% or less will receive Trade Primacy Status.

2. Signatory nations shall institute a 1% tax on the export of money from foreign owned companies stationed in their nation to another nation, which must be spent on either education or social welfare projects. Nations which set this tax at 4% or higher will receive Trade Primacy Status.

3. Investors with residence of holdings in signatory nations may only invest in holdings and nations which abide by the regulations of this treaty.

SECTION B - Domestic Investment

1. All companies must be at least 25% worker-owned, either through direct ownership of stock or through stock options in retirement investment funds. Companies which are worker controlled, where workers own and vote 51% of stock, will be granted Accredited Company Status. Nations which require companies to be 51% worker owned and controlled will receive Trade Primacy Status.

2. Signatory nations will regulate banking investment. Nations which make bank investment in the open stock market illegal will receive Trade Primacy Status.

3. Signatory nations will regulate domestic stock markets. Nations which criminalize to felony-level trading violations such as insider trading, fraud or stock manipulation will receive Trade Primacy status.

ARTICLE IV: Trade Requirements

SECTION A - International Trade

1. This treaty will establish four types of status.

i. Trade Primacy Status: This level is the highest level available to FTT signatories, and is granted on the basis of meeting over half of Trade Primacy Status requirements. FTT signatories must seek goods from Trade Primacy Status members before seeking goods elsewhere.

ii. Ordinary Trading Member: This level is available to all other signatory nations of this treaty. All signatories must prioritize engaging in trade and investment with Trade Primacy Status members, followed by Ordinary Trading Members, then Accredited Companies, before non-treaty entities.

iii. Accredited Company: Any company based in a non-treaty state which provides a living wage and is at least 51% ownership by its workers can register to be accredited. Accredited Companies are to be given priority over non-accredited companies.

iv. Observer: Observer Status must be approved by majority (50%+1) vote of the Membership Council.

v. Non-Treaty Nations: Nations which are not signatories of this treaty reside in this level. Signatory Nations are barred from trading with them without explicit permission of a simple majority (50%+1) of the Membership Council.

2. Member states and Accredited Companies will not engage in market dumping practices in signatory states.

i. Dumping is defined as the deliberate or sustained practice of selling goods and services in a foreign market below their domestic cost value.

ii. A signatory state can request the FTO investigate specific dumping allegations. Signatories found to have engaged in the practice are liable to compensation up to 200% of the estimated cost price value of the dumped product.

iii. The compensation amount will be determined by majority (50%+1) vote of the Membership Council in accordance with the severity of the practice on the affected signatory member.

3. Companies operating in signatory nations, or Accredited Companies, are entitled to use the Fair Trade Accredited status and logo with approval from the FTO Secretary General.

*Prices will be inflation adjusted from July 1,1950.

This treaty was antiquated, since Polaria was no longer Socialist, and this document was anti-Business.

A deal w/ the Malagasy still had to be made, and Polaria's allyship still had to be respected (though now the Polarians were Madagascar-skeptical) regardless of Ideology.

Though, France was pro-Socialist - slightly-caving into Polarian/Chairman Isami's demands, but still. Relations w/ Europe had to be "fixed," though Polaria viewed the relation as one-sided.

Polaria continued being pro-Socialist, though even dealing w/ the Socialists was kinda toxic. Turkey, Madagascar, USSR and other Polarian allies still had to be respected and acknowledged, regardless of changes, though.

Now, Polaria could be described as Third Positionist, not an eager NATO supporter or ally, and definitely not a friend or ally to the Britishers and Germanians - though actually that group was one-in-the-same historically.

Pagans across Europe, even those who rejected their Paganism (France, the former Francia) also had to continue having the backing of Polaria, although Religion was now left-up to the Commonwealth States. Paganism was a huge part of Polaria's history, including the casting-out and protecting of Iberia from the Christian-Catholic Menace.

Oddly now referring to Polaria as a Black Widow, when the main animal/symbol was a Chicken. Okay.

Well, France's national animal/symbol was a girl, and they've given up the Chicken and Warthog as their animals (Gaulish and Frankish animals), which caused Polaria to adopt the Chicken as their animal. The Chicken was a sturdy animal, and Polaria was also known for their population, nowadays their high-density and birthrate. Eggs and dairy were also staples of Polaria, including candy eggs and toys resembling eggs and chickens.

The Chicken became a symbol of both Polarian Paganism and Femininity, but also the nationstate itself. Overtime, this had moved on into the symbol of Revolutionarism and Radicalism.

Polaria still remained a FemLib (Feminist Libertarian) country, unsure if there'd ever be more female heads-of-state or female cabinet members, though it kinda was good that gov'ts were male or overwhelmingly-male, since Sexpionage was a thing, and Polarians were just now learning about this and its affects/effects.

Meanwhile, Prime Minister Vincent Auriol awaited the Chairman at the bottom of the aircraft's stairs, next to a Delahaye limousine. As the Chairman reached the bottom of the stairs, Auriol introduced himself.

"Greetings Chairman Isami. I am Prime Minister Vincent Auriol. Welcome to Lille." Auriol said as he stretched his hand out yo shake hands with the Chairman.

A Lockheed L-749 Constellation dtoned over the dark waters of the Atlantic. In it rode French President Rene Coty and the French Foreign Minister, Robert Schuman. They where headed to a NATO summit in Boston that had been ordered at the last minute.

As the two of them had dinner with their wives, a telegram was brought to Coty's table. It had been wired from Paris to a French destroyer in the Aylantic, and then to Coty's plane. It was for Schuman, from the Polarians. They had requested to join La Francophonie.

Schuman immediately got up and went to the radio operator's post and dictated a reply for the opperator to send back to the destroyer, and then to Paris.

On the airport's runway, a grand red carpet and two Cadillac bulletproog cars are readied to transport the French delegation to the Hotel. A score of United States Army honor guards saluted President Coty and the Foreign Minister. President Truman greeted Coty upon arrival. "Mr President, welcome to Boston. A total of US$8 Billion is allocated to this expansion plan, which would be used to rebulid the post-WW2 infrastructure of NATO and US-allied countries.

Among the eight-billion dollar package, a particular armaments transfer to Japan is also included, comprising of numerous B29 bonbers, Mustang planes, and even excess US Navy frigates as well - with a total worth of US$50 million. Political analysts has likened this act as indirect US intervention in Japan's campaign against Korea. However, to this date no US military personnel has been departed to directly aid Japan. And as Coty and Truman took a seat in the limousine, Coty continued. "The new aid plan is greatly appreciated. But the funding of churches goes against the secular government of France. A civilian model.pf the FW 290 landed in Boston for the NATO meeting, the German government was not pleased with America's announcement of possibly joking OPEC.

The Kaiser and Foreign Minister Karl Sraussler strode off the plane and joined Coty, Schuman, and Truman. The Kaiser's face was fixed in a pleasant expression, while Straussler had a much more enthusiastic face, from years of practice.

"For the longest time, France and England have controled and pacified the Middle East. And France would like to continue to do so. Lebanon is a strategic French interest as well as Syria. But if available, if it is possible, France wuld like Kuwait and Iraq. As for OPEC, I fully agree. France need cheap oil."
