As for the Phanariote system, I don't think that it would work specifically because of that - how would the Basileus be able, in any shape or form, to control who gets chosen as the colony's leader?
Its more of a cultural attachment than anything else, and its to bind the colony to a Great Power. Its essentially an independent nation; comprised of Roman colonists who wanted a more agrarian, down-to-earth existence.
You could at least try not to use the exact same ruling families as I do though
