Kingsley had been waiting and working for some time now for the right time to come forward, and with a silent Senate, and almost two months into his tenure, he decided the time was about right to introduce his first bill.

"Mr. President, I would like to add this bill to the docket."

Official Name: Ending Excessive Bail


Overview: Forbids the setting of excessive bails with a focus on nonviolent or first-time offenders

Section 1: The Eighth Amendment to the Constitution bans "excessive bail", but bail is excessive every day in America, even when the crime is minor or the defendant does not have a record. This bill forbids such exploitation.

Section 2: No judicial system in the United States may set a bail amount above the following levels

-$1,000 for any nonviolent misdemeanor for a first-time offender

-$250 for any nonviolent misdemeanor for a first-time offender with an income below the poverty threshold set by the U.S. Census bureau.

-$2,000 for any nonviolent misdemeanor for an offender never convicted of a violent misdemeanor or felony

-$1,000 for any nonviolent misdemeanor for an offender never convicted of a violent misdemeanor or felony with an income below the poverty threshold set by the U.S. Census bureau.

-$3,000 for any non-felony crime for a first-time offender

-$6,000 for any non-felony crime for an offender who has not committed a felony

$2,000 for any non-felony crime for a first-time offender with an income below the poverty threshold set by the U.S. Census bureau.

-$5,000 for any non-violent felony for a first-time offender

$3,000 for any non-violent felony for a first-time offender with an income below the poverty threshold set by the U.S. Census bureau.

-$10,000 for any felony for a first-time offender

-$5,000 for any felony for a first-time offender with an income below the poverty threshold set by the U.S. Census bureau.

-$10,000 for any non-violent felony for an offender never convicted of a violent felony

-No bail limit for any violent felony for an offender previously convicted of a violent felony.

Section 3: The penalty for violation of this act shall be the removal of the offending party from their position and a fine not less than $1,000.

This bill is then honorably presented to The United States Senate for consideration in order to end the setting of excessive bails to improve the United States Law and is backed by Senator Mattias Kingsley on February 23, 2017.

"Mr. Speaker I introduce the Noble Cause Act to the docket and move to suspend all necessary rules to bring it up, to stop the slaughter!"

Official Name: Noble Cause Act


Overview: Takes long needed action to stop gun violence in America.

Section 1: Military grade weapons are incredibly dangerous. In the hands of untrained civilians they can kill indiscriminately and are used as the weapon of choice by psychopaths in mass shootings every year. These weapons are so deadly that even a 'mistake' can kill many as proven by the death toll caused by a single irresponsible NRA representative. It's time to act.

Section 2: Classifies a gun as a military-grade firearm by these criteria

A semi-automatic rifle with any one of the following

Folding or telescoping stock
Pistol grip
Forward grip
Bayonet mount
Flash suppressor, or threaded barrel designed to accommodate one
Grenade launcher
Rocket launcher
Taser
Flamethrower attachment
Bump stock
Hellfire trigger
Barrel shroud

A semi-automatic pistol with any one of the following

Magazine that attaches outside the pistol grip
Threaded barrel to attach barrel extender, flash suppressor, handgrip, or suppressor
Barrel shroud
Unloaded weight of 35 oz or more

Any semi-automatic version of a fully automatic firearm.

Any semi-automatic shotgun

Any rifle or pistol firing a bullet larger than .40 caliber.

Section 3: Classifies any ammunition feeding device with a capacity to accept more than 5 rounds as a military-grade magazine.

Section 4: Bans the importation, possession, sale, transfer, or ownership of any military-grade firearm or magazine or any bullets larger than .40 caliber by any civilian.

Section 5: Gives a grace period of 28 days for the turning in of any military grade magazine or firearm or any bullets larger than .40 caliber to local, state, or federal government authorities from the signing of this law.

Section 6: Any violation of Section 4 is classified as a Class B Felony with a minimum sentence of a $10,000 fine and three years in prison.

Section 7: Designates the amount of $10 billion dollars to be set into a fund to make grants to states to implement gun buyback programs on military grade weapons. The fund is to be managed by the Attorney General. In order to qualify a gun buyback program must

A. Require the person selling to gun to give their name and all government identifiable information
B. Require the person selling the gun to sign a legal affidavit swearing that they will not purchase another firearm

Section 8: Repeals the "American Right to Bear Arms Act"

Section 9: Authorizes the legal seizure of a firearm by law enforcement officers if there is reasonable suspicion that the owner is a threat to themselves or others.

Section 10: This law goes into effect when signed.

"Ladies and gentlemen, what else is there to say? Another day and another mass shooting except this time it's the NRA doing the shootings themselves. Military grade weapons are still in the hands of civilians and are being used to spill blood across the country. Now the difference is that the government is paying them to get the guns to do it, unbelievable! Our murder rate is still highest of any comparable country in the world and there is a whole lot of nothing going on to fix it! But now we decide to put lives before the blood money of a corrupt interest group, and care more about lives than politics for once! This bill does not go nearly far enough but it is a first step that we need, and if we had taken it sooner there might not have been anything to mourn today."

Prazek: The bill classifies "Any rifle or pistol firing a bullet larger than .40 caliber as military grade firearm". How are we supposed to hunt buck deer if calibers larger than that are restricted?"

"First off that's blatant racial stereotyping and language that demands an apology. And second guns make life more dangerous, not less. The Supreme Court's right-wing extremist NRA backed interference in Chicago's gun laws stopped a decline in the murder rate that already came from irresponsible gun policies in other states bringing guns into Chicago and now there is more violence on the street than ever before. If guns stopped gun violence then this mass shooting would never have happened."

Prazek rose and cleared his throat: "Being a passionate hunter, I am something of an expert in hunting firearms. Now, since no one in their sane mind would say that the gun used by Mrs. Noble was a hunting firearm, would you be so good as to accommodate an amendment protecting exempting hunting firearms from those requirement and another that would provide legal definition of the hunting firearm?"
