33 days after the events of the pentagon incursion by unindentified personel

Washington DC
Pentagon
CIA HQ

Hundred of people where now permenantly stationed around the pentagon, diverting the bulk of the concrete and construction materials shipped towards Arlignton by excecutive command of the government. Concrete, steel and military blockades were spread around the Pentagon and its surrounding streets, blocking everyone from nearing the pentagon itself. The 1st Battalion was gutted for troops as the bulk of its men where re-assigned in the newly created CIA, the Washington Central Intelligence Agency.
They all where subject to a contract of silence and clearence. If any of them shared a word about their work or operations, they where subject to a fireing squad and the revoking of citizenship of close-family.

This newly created CIA was formed outside of the pentagon, which was slowly being surrounded by a 3 meter tall concrete wall and patrolled 24/7 with kill on sight orders. Construction crews and specialised engineering teams of the military where gutted of personel, as ranking and trusted personel where recruited into the CIA's engineering and investigation department and redeployed to the pentagon to rebuild the building's exteriour and to analyze its largely preserved basement levels.

The government released a statement that the pentagon incursion was dealt with and the tresspassers brought to justice. All the new precautions and security procedures where to insure no similair incursion would occur again.

And due to the CIA's covert operation at the pentagon and the high security and secrecy around the event, nobody outside of the CIA's new forces noticed that power armoured troops and dozens of personel where tranported into the facility by truck and jeep, in accordance to the Washington Pact's new treaty with the remenants of the united states of America.

The entire washington DC area was slowly being controlled and secured as 1st and 7th battalion forces cleaned the city from any remaining mutant and squatters.
Georgetown and surrounding settlements had to double their internal security forces, for policing sections of the washington DC ruins and to man checkpoints around the outskirts of the washington DC area.
---------------

Adams Air force base
Classified as a CIA "operations center"

The adams air force base was officially given to the CIA as a training and operational HQ, forbidden to enter by any-non CIA personel.
as accustomed, WSA troops kept patrols up around a large mile long perimitor around the pre-war airport as CIA troops kept the inner-perimiter.
Concrete and steel walls where slowly erected around the entire base as materials and CIA manpower permitted.

This ensured no non-CIA troops where aware of the small verti-bird fleet temporarily present in Adams AFB, shipping in materials, people and weapons, which the CIA then shipped towards the pentagon. Verti-bird transports traveled by the coast, under the cover of darkness, landing in AFB via a route which was, at that specific time, not patrolled by WSA troops.

Kendi sighed

President Kendi: My citizens are of the utmost importance. The government of the Republic was built for the sole purpose of Protecting the right of a citizen to Live in peace and liberty. Now i think i've made my point clear, that The Republic of New York will never ally or work with the Washington Pact as long as its government is held by a Military Junta. However, we have studied the past very much...

Kendi sat down on the table, one foot still on the floor.

President Kendi: In the past was the idea of M.A.D. Borne from the era of Nuclear Weapons. Mutually Assured Destruction, was originally used to describe the fact that if the USA or the USSR launched their nuclear weapons at each other, both nations and their allies would perish from this earth. The same concept exists between us, while neither of us might perish, if a war were to break out between our two nations and our spheres of influence, both of our nations would be drained of our Manpower, our Coffers would empty, and the side that loses would be utterly destroyed and subjugated. I don't know about you, but i don't feel like rolling the dice on whether i'd lose or not.

The President unfolded his hands from his lap, and took a document from one of his aids

President Kendi: What i hold in my hands is a document, a treaty of Nonaggression between the Republic of New York and The Washington Pact. Its details state that No Official Military Force of The Republic of New York or The Washington Pact will not enter territory held by the opposite nation or any of the opposite nations ally. No action by Military Forces, including Naval Forces, of each nation will do actions to prevent trade entering the opposite nation, example of which would be a Blockade. Neither nation will fly Aerial Vehicles over the opposite nations territory without permission, and neither nation will Kill, Arrest, or Harm the opposite Nations Citizens unless they have broken a law of the nation whose territory in which the law was broken. Do you find this suitable?

Area 51

CEP would begin to think to himself. The identity was clear who this man was, and his intention was noble. "General, I thank you for identifying. However, I am only authorized to give you access to the armory. I cannot allow you into the hangars, research labs, or any other sensitive area." CEP would soon dispatch a securitron, who would meet the team within the lobby. "Please, follow me. Do not, attempt to deviate from our path." The securitron would begin to lead the men away to the armory.

Area 51

Ex-General Martin Retslaf

Martin nearly huffed out loud when CEP said that they'd only allowed them in there armory, but then he thought, there would still be many useful things in there. Plus it was a start. He was sure that he would eventually get CEP to relent on letting them in. He had to make this work. It was his only chance at freedom. An eternity in jail wasn't something he could handle.

"Thank you CEP. I'll see what we have in there."

Martin waited only a few minutes for the securitron to reach the lobby, despite the known slowness of the damn things. He kept CEP's warnings to stay with the securitron. He knew what would happen if he did otherwise.

The walk to the armory was rather slow. But that was to be expected with his escort. The base was well preserves. It seemed that CEP still kept the place remarkably clean and proper. Even after all these years. He wondered where he was still getting cleaning supplies. Well, knowing the old US government, there was a bunker on base full of the stuff.

They eventually made it to the armory and Martin gave it a quick look over. There was a lot here. Some of it very worth it. But it wasn't what they were after. There was some of the experimental arms and armors here but they needed to reached deeper into the base and hopefully get the place back into running order. Stocking this place with researchers again would not only help the nation he built, but it would also secure him a pardon.

"CEP, this is generous and I'm not trying to be a rude guests, but we need more. We want to restore this facility. Stock it with researchers again and turn this place into a marvel of science and research again. We need access throughout Area 51."

CEP would keep the monitors on the general, as the protectron would lead him through the halls of the facility. When they would reach the armory, the protectron would scan himself in through a console and allowed them to enter. As they would, the general although seeming to be happy with the armory, still wanted something more. CEP soon stepped back onto the microphone and began to transmit into the room. "General, I cannot allow the contents of this facility to be placed in the hands of a wastelander by any means. You may take what you want from the armory, but then you must leave. Otherwise, I will have to forcefully begin my other protocols."

Base Utopia

The Arch-Guardian stood, looking over the upper balcony, looking at the massive machine that continued down into what appeared to be a never ending abyss. The abyss that held the cradle of humanity's future, and as of a few minutes ago, the grave of a scientist that had dared to oppose the Terra-Forming Array. This was only a small part of the eventual plans, in the end, the whole array would take up the entire Mount Teton. They would need someone to be their puppets, going and getting the very extensive list of needed materials. Whether the Arch-Guardian would back stab them would depend on them alone. He looked down, and gave a wave.

A scientist got to work, flipping switches, turning dials. A low rumbling could not only be heard, but also felt. The seismograph started working. It was a never ending, uniform pattern. Gradually growing. Eventually, a 2.5 magnitude earthquake was reached, and maintained.

Two Hours Later

The Arch-Guardian waved again. The machine was turned off. A 2.5 magnitude earthquake had been maintained for two whole hours, never altered. The seismograph confirmed that. Good. The Arch-Guardian knew, some intelligent faction would soon come to investigate.

Martin continued to walk around the armory and take stock of what was there. There were many suits of power armor and a lot of high powered weaponry. Even some experimental suits of stealth suits. They would come on handy but the communists were going to be tough to beat.

"You misunderstand CEP. This base would be under the control of myself, an esteemed member of the United States Government. And in case I ever left I would make sure to leave the base under control of a competent new appointee by the Columbian government. Besides we aren't wastelanders. We are a nation. Forges from the ashes of the US. We carry on the torch of the US. We are a democratic republic based on the ideals of what the US was and we strive to carry the torch of freedom. You couldn't find better hands to place the facility into. They would revive the base to continue the research that happened here. And the Concord would be involved as well, descendents of the US government. It is pertinent that we have every advantage over those around us. A communist dictatorship, an oilgarchic republic, and nothing more than Indian tribals to the north. This is your best bet in helping to restore the US. Isn't that your prime object over all? To protect the republic?"

"That used to be my prime objective, general. However, the United States government died the day of the Great War. Now I am giving you access to the armory due me giving you respect based on all that has happened to you. Please do not attempt to use my programming, to get what you came for. Even if the commies are here, I doubt they want to invade a wasteland. And if they were, there are hundreds of other bases you could go to with a lack of security that has enough ammo, guns, and equipment to turn back any invader. Yet you come to Area 51, the most heavily fortified and secure fortress and are requesting assistance in dealing with some Remnant communist? General, I am not stupid. You are at this base because you want what's in it for yourself, not for the United States. Whether you're doing this on your own free will or otherwise, is truly disgusting to see such a man of your statue taking advantage of something that was never yours to begin with. Leave this premises now. You are no longer allowed in the armory. And this base will not be accepting any more visitors. Please follow the protectron out...peacefully." CEP would fully cut the communication, as the secruitron would begin to speak. "Please, exit the facility in an orderly manner. Do not pick up or attempt to use any of the weaponry within. Follow me." The protectron would begin to walk out, heading back to the front door to see the man out.

Lake Placid
Territory of the Adriondack Mountaineers

25 New York Republican Army Troopers, and 8 Polis Rangers, walked along the flanks of a slow moving car. The car was not of the utilitarian design of most Army Vehicles, for it was not a Army Vehicle. In front and behind the car were two jeeps, protecting it. The car was a Chrysalis highwayman, and inside was the Secretary of State, John Nix, and a delegation of Diplomatic Agents of the State Department, of The Republic of New York.

The convoy arrived at the limits of the capital of the loose confederation, Lake Placid. Concrete Bunkers, the prefered defensive structures of the Mountaineers, stood on the flanks.

The Highwayman stopped, and Secretary Nix himself stepped out and called out to the guards to open the gates and allow them to pass.

Machine guns aimed at the men, knowing that these men weren't there to invade, and yet ready for anything. The War of the North had taught them to be ready for anything.

The person at the gate let them through, and watched as the gates opened. The Mountaineer Guard walked out of their houses and shops and held their guns ready to gun down the envoy at anytime.

Lake Placid was full of people from all around America with three-story buildings from before the war, and traders flooded from all around America. It was a great example of pre-war architecture and the amazingness of the Northern economy.
Opinions on politics: In light of the failure of two parties, there either should be none, or multiple major ones

Opinion on Government: Should be run by Mirthocracy (ask me about it sometime)

Secretary Nix looked out the window of his car, seeing all the guns pointed at the small convoy

Secretary John Nix: God Damn. If they greet a envoy from a nation they are at peace with, i'd hate to see what they do to a hostile force....

The car stopped in front of the building where he and his delegation would meet the Mountaineer Council. The NYRA Troopers stopped, and moved to face their Mountaineer Counterparts, they stood straight and saluted them, then put their rifle on their shoulders and stood without moving. The Rangers formed a loose circle around the Secretaries Car.

Nix opened the door of his car, stepping out with his Delegation. He waved to the people he saw on the street, and saluted the NYRA and Mountaineer Troopers. He walked towards the door of the Council Building, and opened the door. He made his way down the hall, following a Mountaineer Guard, and entered the room housing the Council. Nix addressed the Council.

Secretary Nix: Greetings, Council. I am Secretary of State John Nix, and i am here to speak to you on behalf of The Republic of New York.

The Council Chamber had the Council a good 5 feet above Secretary John Nix, it was very dark with a couple lights shining at Nix, the order of seats from left to right was Kelly O'Harry, Erik DeFublino, James Baker, Jack Tedio and Dylan Ford

Councilor James Baker stood up "Considering your nations last proposal to my expidition party, I hope its a better proposal.

"I'm Councilor James Baker, thats Kelly O'Harry, thats Erik DeFublino, there on the far right side is Dylan Ford, and the last guy is Jack Tedio."

Big Mountain
The massive Wham of an anti material rifle ripped through the air of the Think Tank, a Lobotomite ripped almost in half by one shot to the upper chest from the Vault 36 sniper, the US soldiers taking position to keep the diplomat protected as he pulled out his own pistol. The air came alive with plasma and laser as the American soldiers put down the lobitimites, the Diplomat not even needing to raise his weapon as the two Americans and his own guard worked in tandem to put down those who would do them harm. Not a single shot was done to the Think Tanks though, Mr. Van der Hout stepping forward once more once the fire died down "That anti material rifle can put a round straight through power armour, go ahead and do the math on what it can do to your brain tanks. You have been here almost two hundred years, certainly you know how to survive. My offer stands, you can join us freely, and we will provide you with all you will ever need."

- THE INSTITUTE -

South of Baltimore | Washington Pact
T6-77 - "Aaron Black"

A week had passed, and the journey of the two Courser's was becoming increasingly unbearable. Not that they were hungry, or thirsty - they didn't need any of that - but the endlessness of the open road seemed to consume them. As Coursers, they were Institute's hunters - its most elite - and were used to similar extended travel, but never before had T6-77, nor X6-88, made such a trek. Most nights, they stopped and slept to keep up appearances, but as they entered Washington Pact territory, they decided that it would be more efficient if they kept moving through the night. This took a heavy toll on their brahmin, however, and T6-77 would notice this as they proceeded down the ancient Interstate 95 - a rode that runs all down the East Coast, and serves it's primary route of trade. He noticed that the creature's panting had increased in frequency and how heavy it was, it's feet began to grind with exhaustion, and it slowed. The beating wasteland sun likely contributed to the condition the Brahmin was in, and due to the sheer lack of shade, and water. The two Coursers had done their best to ignore it and press on, but they'd begun to receive glances from people around them, and had to address the issue.

"Rod," he said to X6-88, "we gotta stop - get her some water or something."

X6-88 nodded and began rooting through a pack on the brahmin's side. He brought out a large metal bowl and set it on the ground on the side of the road as the group stopped, and filled it with water. The container barely filled half-way, however, and what little had been inside was gone quickly. The creature, still clearly parched, laid rather hardly onto the hot concrete. X6-88 spoke quietly, in his normal voice. "It appears that the creature is suffering from dehydration. We should find water quickly."

T6-77 nodded, and looked around. "Ey! Anybody got some spare water!?" People glared at them, but nobody stopped. "Come on! Just enough to get the old girl on her feet, please!" Still, nobody responded. Frustrated, the two Synths, posing as simple traders, did their best to "comfort" the animal, hoping someone would come help.

Marion, Alabama

Five Vertibirds flew across the skies of Alabama as they approached the Marion FOB, the frontline against the reported "mutant spider threat". They Vertibirds landed outside the city. Ten Peacekeepers walked out of the Vertibirds, accompanied by three squads of Concord soldiers. The Peacekeepers are the newest addition to the Concord military, a branch for the super soldiers. They stood twice the height of an average Concord soldier, and their hulking bodies and power armours were a sight to behold.

The leader of the Peacekeeper squad, Sergeant Louis Tennant, a super soldier himself, approached the Texan soldiers manning the perimeter of the city. "Hail, men. We're from the Concord of Stars. We were sent here as reinforcements against your "spider threat"," spoke Louis in his deep voice, looking down on the Texan soldier. "Now, you may have questions for us. And for the record, no, we're not Super Mutants," stated Louis to the Texan soldier.

Hoover Dam

"Yes, we finally did it!," yelled Doctor Liana in excitement as a hologram was emitted from the emitter. The scientists observed as the hologram patrolled the experimental chamber. "Alright. Send in the gecko," ordered Liana. The scientists nodded, and brought the caged gecko inside the chamber. They released the beast, and it instantly charged at the hologram, trying its best to claw and bite it to no success. The hologram, sensing hostility, quickly activated its defensive system and shot a laser beam through its head, instantly turning the gecko into a pile of ash. Doctor Liana and the scientists concluded the experiment, and shook each other's hands. "Project Ghost is a success, gentlemen. I will bring the info of our accomplishment to the President himself," said Doctor Liana to her team.

The I-80

The expeditionary force had been allowed to continue onward by the Framandar allowing them to keep their expedition to head westward, but not before giving each member of the strange-looking group on horseback a little silver coin displaying the symbol of the Taxmaspada with a V on the bottom of this coin on both the back and front. This coin was given to travelers and trader who were allowed through the Taxmaspada, and if anymore Sparabara were to encounter them they were just to show them this and head on. If they were to lose this and be in the thick of the territory it might end badly.

Combat Overview
2 Amir-Tuman's were readied to assault into Minnesota, they were now grouping up and amassing strength as they prepare to cross into the state from the east. The 2 Amir-Tuman's were under command of Padan Allen and Padan Price respectively, each being a "Marauder of Wisconsin", Framandar that had aided Padan Day seize the state.

Padan Ellison continues across the interstates of Kansas, cutting through in a straight line as they march, in an effort to take Salina. They quickly cut and burn as they march, taking slaves and killing raiders as they go. Encountering the occasional super-mutant teams are dispatched to deal with these monsters.

Padan Tillman and Padan Bardiya are encroaching inward toward Des Moines, Iowa as the former comes from the south and the latter from the east, moving onward in a straight line which they are then to fan out into the countryside and establish control.

Spahbed Smith, a brute, continues with a astounding mass of 3,000 men they march into the far south of Michigan from Indiana, they are to secure first southern Michigan, specifically the city of Detroit and overrun and enslave all inhabitants and destroy any mutants on the way.

The outpost in Canada is slowly being reinforced as the schooners along with the paddleboat are being refitted with more up to date weaponry to defend it. Padan Datis and his 160 men are to seize the former regional seat that is Sudbury, to their northwest.

Marion FOB

Landry watched as two Verti-Birds flew over Marion. He watched them circle, searching for a place to land in the town, which had become vastly more crowded with the arrival of Texan and Concordian troops. It was feeling full, and anxious. The Spiders had moved back in since the initial victory, and there was no knowing if they would attack again. He had requested more Fat Man ammunition, and PVT Younger had been using the weapon as a mortar. The pickets had radioed back with coordinates whenever they saw spiders, and Billy had fired his Fat Man in a high, long ark to kill them from afar. It had worked so far, but if the Spiders made a push there was no saying how well it would work to protect them. But still, he had no doubt in his mind that in the end the humans would prevail. The spiders were a threat, but a hatred had grown within the soldiers, at least the ones from New Start, and it had given them an eye for an eye mentality.

He watched as the Verti-Birds managed to find a safe place to land in the parking lot where the others were. Most had gone back to Greensboro with Ledoux, but they rotated out with the Verti-Birds at Marion so that there was a constant air cover. He made his way over to the birds, and watched as men in power armor climbed off. There were 4 of them, 2 in each Verti-Bird. They reached in and started to unload boxes of fusion core's, ammunition and miniguns.

They were fascinating to look at. The Power Armored soldiers had painted their armor roughly green, though it was slapdash and splotched. They wore talisman's and necklaces, and one had a large middle finger painted on his forehead. They all three word New Start flags tied around their shoulders, adding a deep blue to their armor. It reminded Landry of knights form the old textbooks he had read when he was young. Very crude, drug dealing knights. Soon they would be ready, and the Power Armored soldiers would lead troops northwards into Centreville, to try and take pressure off of Marion.

Marion FOB, Alabama

Once the Texan Vertibirds landed, the Texan company stepped off of the chopper. "Alright, try not to die on the battlefield," a pilot called out to Lieutenant Rocky Ross in a playful manner. "It's heavier to transport corpses."

"Hope you won't crash into a tree again," Ross responded back. The pilot laughed as the three Texas Vertibirds rose back into the air and turned back. Ross put on his helmet and the other troopers did as well, expect for Arnie who doesn't own a helmet.

"You know, these spiders do sound pretty scary," Corporal Bill Quincy said. "Heard they got a new breed of spiders that can spit acid that melts through our power armor."

"What's got Billy so spooked?" Arnie asked in his distinct Austrian accent (no one knows how the Super Mutant has an accent, Ross inferred that it was a result of the FEV) as he loads his minigun. "As long as we shoot first, we insured one less spider wrecking havoc on Alabama."

"Well, command is sending some snipers to hunt for the special spiders," Ross said. "Sergeant Yang will be leading other snipers. For now, we are to assist the New Start forces with our T-45 power armors and our regular Ranger equipments."

"Hey sir, we got some Concord personnels coming in," Private Joel Schnaps said. "And, are they Super Mutants in power armor?" The Texans turned around to see Concordian power armors with large humanoids, also in power armor.

"How did they fit in the Vertibird? That's what I like to know," Private Kara Rousey said. The large Concordian walked to the Texas, overshadowing their height, except for Arnie who was already tall enough.

"Hail, men. We're from the Concord of Stars. We were sent here as reinforcements against your 'spider threat,'" the leader of the giants said. "Now, you may have questions for us. And for the record, no, we're not Super Mutants."

"Well, they are the same height as Arnie," Rousey whispered.

"Well, glad of you to join our forces in Marion," Ross said. "I am Lieutenant Rocky Ross of the 1st Ranger Battalion. I am sent alongside a couple of Vanguards to be part of the Allied Push against the Spiders. I reckon that we're be enough to end the threat."

"If it bleeds, we can kill it," Arnie added.

"Hopefully it will bleed," Quincy responded. "The talk of a queen spider that's the size of a building, can our guns pierce through the armor?"

Fort Hood Killeen

"I don't see why you won't let us use our tanks against the threat of the Spider Queen," Captain Trey Hader said to Lieutenant General Grover Kang.

"Our engineers want to use a Sherman and a Stuart as basis for constructions of new tanks," Kang replied. "Right now we only have 3 Shermans and 2 Stuarts fit for duty. We can't just rely on salvaged pre-war tanks for conflict. I want Texas to have the ability to manufacture vehicles for our military machine. Using these tanks as the foundation for our mechanized corps will make Texas as one of the most power military in the world."

"Well, I hope giving up our tanks won't bite us in the ass," Hader said. "Those tanks could be useful against the spider queen. I don't think anything can survive a 76mm to the face."

"Once our engineers get the know-how to produce new tanks, I guarantee that the tanks will be put into use," Kang responded.

The America project
CIA top clearance required
TOP SECRET

With the secret pact signed with the American remnants, they were given Adams AFB as a staging ground, secured and guarded by CIA military elements. The pentagon became a shard project, American scientists and engineers working alongside the best and most loyal people the pact had managed to select and train.

According to the American… genealogy policies, the CIA was selected to be acceptable to their specific tastes and policies. Whilst not advertised as such, only those of European, causcican descent where selected to serve in the CIA and the newly formed Military police.

The military high command, the few aware of the secret treaty enabled policies that would allow them to slowly, over the course of months and years, to purge the military office corps of anyone who was now deemed ‘undesirable’.

Mutants, even people with slight mutations and ghouls, feral and not so, where evicted from the entire Pact territory and forbidden to return as the only true public policy as a result of the secret deal. This only garnered light protest from trade organizations as the public policy of the pact had been anti-mutant for decades, but they had been lenient. The ending of that leniency only resulted in minor annoyances for traders and caravans.

But the outside of the establishment of a military and scientific cooperation for the vast military secrets hidden in the pentagon, the America project was launched, with 4 different, distinct programs.

The Virginia plan
American remnant engineers and scientists joined the CIA undercover, their true identity only known by their fellow CIA agents and operatives.
They were deployed to the Arlington nuclear power plant, in the hope to garner the knowledge, manpower and materials necessary to reboot that building. Other engineers where sent to a separate factory in the Arlington Armory, which built power lines and fusion core-able power generators.
A last and the largest “civilian” team was sent to Richmond, to join the 200 large civilian worker team which had been working on the Richmond fusion core facility for years with little progress.

Washington, in discussion with USA remnant scientists had deemed the repair and usage of the Arlington nuclear power plant to be a long-term effort to power the reconstruction of Virginia. Even if the power plant was re-activated, drawing power lines to the other cities would be a monumental effort, if possible at all, the construction and delivery of fusion core generators seemed a more feasible plan on the mid-long term to power factories or even military installations on short notice.

Another plant in Lynchburg was deemed functional to produce diesel engines and generators, with the American remnant and pact military leadership deemed that the nuclear power plant and the fusion core plan was the primary economical objective, but access to the west-Virginian coal and coal liquefaction plants would give a reliable source of diesel fuel, which would be perfect to fill in gaps in usability or delays in either project.

The minuteman plan

Outside of dozens and dozens of remnant engineers coordinating the repair and construction of the most difficult, but most rewarding projects in the Washington pact territories, the military edge of the project was very promising. General Hamilton always deemed repairing and rebuilding the nation to be his primary concern. He was not happy enough to provide peace and stability. He despised the ruins of their nation and was ecstatic about his new cooperation with the American remnant, seeing himself and the nation he built as a vital cog in the reconstruction of America.

This enthusiasm and trust had convinced the American remnant to invest heavily in the Washington territory, even if only in secret. Many of their operatives joined in the CIA, sharing knowledge, information and skills whenever applicable (For as much as the remnants where willing to share).

Sections of Quantico and the Arlington Armory where given to CIA projects, developing weapons and vehicle workshops. The howitzer projects where re-evaluated as the remnant was doubtful that the howitzers produced at Arlington would be economical. Production was slowly shifted to a pre-war artillery plant in north-Carolina, where USA remnant and pact engineers could properly set up a production plan to produce howitzers at roughly pre-war quality, plans where drawn and prototypes constructed for Anti-aircraft and AT weaponry, these weapons, due to the issue with mass-production, would need to be mobile or redeployable. The concept of a direct-fire gun for explosive effect that had high enough barrel traverse for fire against aircraft was preferred as an economical option, but a more lightwheight infantry support gun was found useful, as a counterpart to the larger prototype with dual-functionality.

Vehicle workshops in Quantico and Arlington where expanded , with pre-war trucks refurbished and used as mechanical examples to train Washington pact engineers and mechanics. Plans were made to develop a military and civilian truck that could be produced with the goods and factories at the pact’s disposal, perhaps with the remnant supplying critical elements or engine parts that could not be produced by the pact itself.

The Remnant had gifted the Washington pact with a single verti-bird as a sign of trust and an opening gift of their alliance, but it would take a long time to properly train and qualify pilots to use the advanced aircraft in a functional manner. The vehicle and its CIA pilot crew where stationed in Adams AFB and CIA recruited mechanics and engineers to aid it understanding its mechanics and electronics, in preparation for future maintenance of a small verti-bird fleet which the USA remnant may provide them with.

The Washington plan

The USA remnant had expressed that one of their prime objectives was the reconstruction of Washington DC as a symbol and seat of power. But with the reinforcement of the pentagon and Adams Air force base, the Washington pact was strapped for economic resources. The Georgetown government offered incentives and promised access to resources and civil engineers for citizens who were willing to work and refurbish portions of Washington DC. Starting around the suburbs of Georgetown, construction and refurbishing projects starting increasing in number, but intensive efforts would have to wait for the completion of the pentagon and Adams AFB projects.

The Washington plan of refurbishing DC also included increasing defenses and checkpoints across the ruins, which were included in the pentagon security plans. The security and development of the pentagon site where paramount. The repair and development of the giant pre-war combat system “liberty-prime” was the center of the plan, but most work was done by remnant scientists and engineers, the pact lacking in qualified personnel and high-tech equipment to aid in its development and usage. But military high command and CIA HQ where adamant in the inclusion of its best scientists and engineers on the project even if only to keep an eye on its progress and as an opportunity to learn and understand the pinnacle of pre-war technology.

The Remembrance plan

The USA remnant had been adamant in their access of vault 87, vault 108, vault 92 and vault 112, the latter of which the pact was not even aware of. Vault 87 was cordoned off and limited if any CIA personnel was allowed near the black site, even the remnant being increasingly secretive about the vault and its purpose, all the pact knew that it had been the source of the super mutant infestation that had killed tens of thousands, if not more. The interest of the USA remnant into the vault was a point of concern for high-command, but the vast investment they had done in all other fields assured them that it would not be in their direct disadvantage.

Vault 112 was temporarily given over to the remnant and afterwards made into a shared CIA/USA site. Engineers of both sides worked to refurbish the vast simulation equipment found in the small research vault for military purposes. Plans were made to ship the simulation equipment to Adams AFB to aid in the training of verti-bird personnel.

Washington Pact
South of Baltimore, route 95
1st WSA Cavalry battalion - Patrol detachment

The road to baltimore and washington DC was lightly travelled. Outside of the military and scientists present at the Balitmore general hospital and the vast research complex of the STIM-TECH company, their where nearly no official washington pact presence north of washington DC. With the new checkpoints all around washington DC, the patrols to baltimore where of less importance, but they still occured occationally, to remind traders of their presence.

The small band of 5 men on horse came across the small gathering of caravaniers, requesting to see papers of those who had them. One of the mounted soldiers had his horse approach the two men and their sick brahim and noted the animal's horrid condition. It was rather strange to see the men so fresh and its pack animal near-death...

The soldier his horse was decked out in thin cloth, bearing the washington pact flag and saddlebags in front and after the saddle where bulging with supplies, water, food and all kinds of goods. The soldier had his rifle in a large holster attached to the sadle, but he held a pistol in a casual manner, not specifically pointing towards the 2 men in particulair. His uniform was rather imposing, but functional, the dull grey coat draping over the horse and leather pockets holding amunition and a radio belted to his chest.

He used his off-hand to throw the men a bottle of purified water, but kept his distance.

"Good afternoon, gentlemen. Do you have Washington pact papers on you ? Or is this your first visit?"

T6-77, with reflexes far superior to any human, snatched the bottle of water out of the air despite only seeing it out of the corner of his eye. He popped off the cap and began pouring it into the bowl while he spoke, and X6-88 remained quiet. "We're traders from up in Boston - headed down to Washington." He tossed the bottle onto the ground and began rooting through his satchel, pulling out a few crumbled papers and walking over to the soldier. "Here are our citizenship forms." He then looked to T6-88. "Rod, you got the manifest?"

"Yeah," he said, "gimme a sec." He began rooting through a pack on the Brahmin.

"We've been on a time crunch the last few days" T6-77 said to the soldier, "haven't been able to stop and rest as much as we'd like, and it's taken a toll on the old girl."
