Tag, before I make my characters, I have several questions.
Can my characters not start at Murrell's Inlet, South Carolina? I feel like it's already too late, because the outpost got attacked.
Another question is that can I have 5 characters? There probably a limit, but I still want to have the same themed characters I want to use in the RP.

Uh...permit me to observe that I am starting Stina, my third char, at Garden City (But am refraining to implement her in the story until the main body of characters gets to Garden City) so technically, I would say yes on the first one. You would just have to wait.

For the five characters, I doubt the OP will allow it. He's hesitant on three characters, much less five.

Yeah, starting on the road to Garden City or at Garden City would be the best bet. I'd note that Garden City is a Firefly settlement however, so Firefly characters would be best there. You could make a civilian character in Murrell's Inlet, one that escaped and the group find on the road to Garden City however. Also, scavenger character would be good for on the road.

I'd probably have to let you top at three characters. Sorry dude, it's just that I want to make character deaths pretty hard hitting on the player, rather than having a ton of characters ready on standby.

Basically, the backstory of my characters is that they were prisoners by the military caught doing crimes, such as attacking a military doctor, stealing military supplies for their own survival and one being a con-man who would trick people while trading stuff, before they managed to escape military custody and attempt to flee to Garden City. Sounds good?

If they did so, they would be brutally beaten. Furthermore, those even suspected of being a Firefly were rounded up and shot.

Attacking a military doctor would warrant assault, right now. In Last of Us, I can see one being shot for doing such things.

Unless you were arrested very, very close to the hunter attack, that is doubtful. It takes a very, very short amount of time to shoot someone.

I was already planning for writing a reason for why one of the prisoners attacked the doctor in their backstory.

I'm not sure how I feel about the assault one, as they'd like be shot pretty much immediately. The military aren't very subtle about their public executions. I'm also not sure if the military would keep a jail, due to resources and the military not bothering with formalities while executing people.

Now, I dig the idea of the con-man. It's probable since Murrell's Inlet is a less strict QZ, they might keep a prison for morale purposes. You can go ahead with the criminals, but I'd have it so they were about to be arrested when the Hunters attacked. The character who attacked a doctor would be shot on sight, however, so you might want to change theirs to something else.

Act I Chapter 2 will start dividing groups off.
