Honestly, I'm going to say (technically) probably not. Factbooks don't mention any wars in the era where the idea of war crimes exists, and if the government actually follows the principles of Supremism, committing such actions against Sagrean citizens would be out of the question. I'm sure the raider/mercenary government probably did commit some atrocities, especially early on, but I don't know whether or not you could judge general medieval looting and pillaging by the modern standards of international conventions on warfare.

Basically, yes in a broad sense of "they've done some pretty bad stuff historically" but no in the sense of "they've violated specific laws outlined in the Geneva conventions or equivalent in their canon"
