No information of war crimes and it doesn't appear that they would commit war-crimes, so I'd say no.

I mean from a meta perspective, there is no way an obvious stellaris nation didn't commit several war crimes. The average Stellaris player is guaranteed to rack up a kill count to make the worst of the worst look like saints, trust me I play Stellaris.

But jokes said, I think it is safe to say they commit war crimes frequently, if not necessarily on a policy basis.
