From what I saw in their history, they ‘brutally’ ruled over Axis-occupied Yugoslavia and were fascist alongside Nazi Germany and Italy.

(mild correction: they didn't rule over axis-occupied yugoslavia, they just sent some men down there to help take out any partisans or rebels that might have been present there, and they were harsh on them. though yes, they did some war crimes down there as well.)
