With that reference to a fallout shelter, the nation is likely a post-nuclear wasteland, in a post-apocalyptic vein. Either that, or they're a nation that lives in fear of nuclear war (and so they have fallout shelters to prepare). The user also may be a fan of Don McLean or at least his song "American Pie," as the motto resembles this lyric from the song: "The birds flew off with a fallout shelter."
