Considering how hostile they are to religion we are unlikely to convince these primitives to join our empire peacefully and set things up so they won't be problem anymore when our annexation of their world comes, either by assisting their enemies in wars against them or clean them up in the unitifation wars after we convince most of their planets' nations to be annexed by us peacefully.

Likely not. Though still non-human, kobolds would likely be seen as closer to humans than others, and their technological development would make invasion too much of an effort.
