Don't take my word for this since I only did light research on this topic, but leaning towards disagree. Most sources I found listed Egypt as the most powerful.
But then again, this depends on what you mean by "strongest". The sources I mentioned measured power by military strength. I'm not sure about other measures of power like overall influence, so you could very well be right on that regard.
