I feel like yes, they do, but at the same time…

Newer military platforms (6th gen fighters in development, read the “Tempest program” for example) and even civilian technology can fall into that category. All are modernized to work on an outdated platform that, nowadays, doesn’t have a realistic shot at much. If we want to say that about smartphones, then shit like the F-35 (already viewed as a waste of resources by a fair portion of people), drones, or partially unmanned tanks, which is as groundbreaking or vital as certain phones to the modern world are, or medical breakthroughs like, say, being able to almost successfully use organs of other animals and have them work on people, are a waste. I get that most phones nowadays (newer ones especially) are largely the same in appearance and function, yet to say it is a waste of resources is a bit of a stretch.

While they do waste energy and resources, so do many things. Yet they, in the end are meant to modernize old platforms, either to appeal to a changing consumer base or for modernizations sake. I’ll still rock the 7+ till it gives out on me, tho.

Anyway, while were on the topic of bikes, constructing bike lanes doesn't promote the use of bikes by itself. Bike lanes are mainly a way to facilitate an existing demand of bike use already present in a region. If you wanna promote bike usage, you need to make bikes worth it to use such as making other personal transport such as cars more costly to use
