In hindsight, yes. At the time, it was a pretty good short-term move, because the Sino-Soviet rivalry was in full force and there was no distinction the USSR was anywhere near losing. You need to keep in mind that China's economic expansion and its rise to the 2nd largest economy ("second" "largest" "economy" but I digress) is less than two decades old though.
The fact Japan and the US actually had a relatively close GDP until late 90s is absurdly funny.
