I feel like I've seen an account named "Arstotskiano" before, but I do not remember ever interacting with them, and I pretty much only remember them for their curious name. I'd say they are somewhat well known, but nothing too crazy.

I never have seen them around, but judging by the amount of endorsements & the fact they're in a smaller region, I assume others do. I don't know if AN is active on NS forums however as their factbooks don't seem to be very engaged with.
