The current constitution features unusually strong elements of direct democracy, with all government acts needing to be approved by referendum before coming into effect.

Honestly, the amount of political tomfoolery that would go on by having this policy interests me. I briefly discussed a similar thing in Big Sky where people strike down laws because they don't like them and make laws without the consent of the government - leading to a bit of trolling. And with a state like Benin-Wuri, I can only imagine that a lot of silliness happens from time-to-time.

The majority of its population are either artisans, storeholders, merchants, sailors, or otherwise contribute to the manufacturing, shipment, and trading of goods rather than direct resource extraction such as farming or mining.

Interesting to think of an America where agriculture is the largest sector, without the booming finance and services in the cities and industry in the rural areas. Anyways, the New Orleanian economy seems to be rather diverse, which is a good thing, since depending on one sector alone is always harmful in the long run.
