Yes and no. We have no equals, so we have no real foreign intelligence agency. On the other hand...we survey the Earth extensively for a myriad of reasons. Military vessels routinely eavesdrop on encrypted signals from Earth nations, mapping and survey ships readily take note of Earth's military installations and strategically useful industries. Earth wildlife preservation and Xeno-sociological research groups often harvest DNA samples or "borrow" people to scan their memories, sometimes they have specialized military roles.
