Yes, as technically the Southland Civil War was an 8ish-year long insurgency by fascists against the government.

BN has created failure abominations with human experimentation?

By the government, no. The closest was from the 1920s to the late 1950s the government did some dissections and experiments (or "reverse engineering" as it was officially referred to) on robots discovered in a mysterious structure by sailors to find out how they operated. An initial theory was they were humans that were cursed by extremely tough magic to make them metallic, and so some sorcerers infused them with magic to "reverse" it, turning them into horrific abominations in the process. Luckily this particular experiment was confined to one military base in the middle of nowhere, and so they managed to wipe them out, but that hasn't stopped some from theorizing that the mythical "Tungsten Eater" cryptid was one of these abominations that somehow managed to escape.
