None of the powers in control can tolerate the mere existence of each other for five minutes without trying to exterminate the others, let alone long enough to form such a committee. Besides, none of the three such superpowers would view it as being in their own best interests to agree to any such things; each knows the others would break those rules anyways, and one of them is a theocracy that literally worships what can best be described as "an eldritch war god of crimes against humanity". So in-universe, no, because no international committee exists to outlaw anything internationally - everyone hates each other too much to form such a thing, and basically no nation (let alone a non-state actor such as us) would agree to such a thing, as they would view it as limiting their options to fight back against their hated enemies.

Out-of-universe, going of the IRL Laws and Customs of War? Ignoring the fact that we are not a country, but an international crime syndicate, and our persons are not soldiers but professional criminals, thus much of this would likely not apply anyhow... Yes, very much so. Let's see... what all have we broken?

• The Strasbourg Agreement of 1675. (We have used poisoned ammo before, ranging from poisoned arrows and crossbow bolts to firearm bullets made of substances known to be toxic to the parties being fired upon; e.g. using silver bullets against werewolves when silver is known to be highly toxic to them with very painful and negative long-term health effects.)
• The Geneva Convention of 1864. (We torture and kill prisoners, among a lot of other things.)
