Yes, very much so. Let's see... what all have we broken?
- The Strasbourg Agreement of 1675. (We have used poisoned ammo before, ranging from poisoned arrows and crossbow bolts to firearm bullets made of substances known to be toxic to the parties being fired upon; e.g. using silver bullets against werewolves when silver is known to be highly toxic to them with very painful and negative long-term health effects.)
- The Geneva Convention of 1864. (We torture and kill prisoners, among a lot of other things.)
- The Hague Conventions of 1899 and 1907. (Sacking towns, forcing persons to fight against their own country, using expanding munitions, and using poison gases launched by artillery.)
- The Geneva Protocol. (Again, poison gas.)
- The Chemical Weapons Convention. (Again, poison gas. We make, purchase, sell, proliferate, and use it. Chlorine and mustard gas are two of our favorites.)
- The Biological Weapons Convention. (Hurling diseased corpses over walls and chucking them down wells probably counts. Use of spells that specifically only exist to spread plagues definitely counts.)
- The Convention on Certain Conventional Weapons. (We've broken every Protocol of it in some way or another. Some, like Protocol IV, we broke only using magic, but I'm sure nobody in their right mind would argue that a magic spell that produces a beam of blinding light which is used to incapacitate foes by blinding them isn't a "blinding laser weapon".)
- The Ottawa Treaty of 1997. (Again, we use anti-personnel landmines.)
- The Arms Trade Treaty of 2014. (We are involved in black market arms dealings.)
That's just the ones I can think of, I'm positive we've broken more.
EDIT: Uh... no. Electricity has not been discovered as a thing that can power things in our 'verse. It has been discovered as a weapon though, but that is all anybody thinks to do with it. When people here think of electricity, they think of wizards flinging lightning bolts at each other, not something you use to make things move or do things.
