This would probably lead into a very long and insane court fight, but I’d say that the person guilty might spend up to 5 years in prison, but with parole. They might be drafted into the government’s scientific program, though, since forcing cybernetics into someone is actually impressive.
As for the victim, they’ll be asked if they want to keep their cyber-stuff. If yes, well, they’ll stay that way. If no, well, I guess we’ll try our best to remove that.
