We... sort of have something similar to computers, but we don't really think of them that way, and still don't really have a concept of computers for that matter: all of our files and record-keeping in our 'verse is done on paper. However, while the documentation is paper, we have means of storing, organizing, and preserving said documents that begins approaching something comparable to a computer system. Documents can be stored in extradimensional vaults, without the presence of things like air, which could degrade the paper. Such extradimensional spaces can take up very little physical space, while allowing a great deal of room. Other magics can be used to sort through documents automatically, and retrieve them as needed. Additionally, magical envelopes exist, which can be purchased in any general store for an equivalent of roughly $42.50 USD/NSD, which instantaneously teleport themselves to whatever address is written on them, no matter the distance. Autodictation even exists, in the form of certain spells and magical quills. So, in that sense, magic-powered paper-based computers exist. But it's still all paper, and is thus limited by that aspect - all it can really do is documentation. It's an FTL comm system, but entirely paper-based. And it would make sense that we wouldn't think of it like a computer - we have no concept of one, and to us, all of these are separate things, not the same thing. (Similar to how a person might think of separate programs that are used together as still being separate.)
So, not possible, we don't even have a concept of "IT", thus no reason to criminalize it either. Not that I can think of any reason someone might criminalize that specific thing anyways.
Undercutting the market - e.g. selling things for less than it costs to make those things.
