We got Tokisaki Metropolis and Tokisaki District. The District is the generalized meaning of Tokisaki, and the Metropolis is the narrow-sensed one. The government decided to make only the Metropolis the capital.

- The right to self-expression
- And finally, the right to pursue and change mission goals and structures, so long as they don't infringe on others' rights.
