8/10 - Very nice. Great sense of balance, contrast, symmetry and line. Sensible use of colour, and the emblem is unique, without being unnecessarily complex. I think the proportions could possibly be larger, but that's a matter of taste. This is a great flag.

I like the flag design, but I'm a bit more "meh" on the color scheme. Still, not too bad to look at, I can recognize it in grayscale, from far away, or when it's fluttering in the wind. 7.5/10

Pretty good design overall, reminds me of the flag of Saarland. Personally I would have gone with a different fourth color than black, or just omitted it completely, but its not bad. Overall an 8/10.
