Source? I've read quite a number of books about (or including sections about) flags over the years, and don't recall ever seeing that rule specified...

Anyway, this version of Bears Armed's national flag is the version designed to hang vertically rather than [as is more usual] to fly horizontally, so the staff or cord from which it hangs is still atached to one of its shorter sides rather than to one of the longer ones which by my reckoning does meet your requirement.

Flying various RL national flags (including those of both the UK and the USA) hung vertically like this is also allowed in certain circumstances: Are you claiming that they would cease to count as "flags" when that is done? the only difference is that in my flag the layout is altered to keep the various elements in the same positions relative to each other that they possess in the horizontally-flown version, and even that isn't completely without RL precedent.

Also, see the national flag -- which does get called a "flag" -- of RL Nepal, anyway.
