No. This nation revolves around Nova and the people in their life. Sorry for so many barebones replies, but honestly, you always ask for things I consider to be a semi-irrelevant background. It doesn't help that I'm very scatter-brained when it comes to planning. I'm quite the improviser in some fields./SKIP

For the Longer story
Basically, Frost Wolves are larger wolves (who also live for longer), and also have larger brains who's fur has an almost "frosty appearance" (like frosted tips). In effect, they have the intelligence of a human teenager and are, therefore, sentient. This is a trait shared by all Frost Wolves, who likewise organise themselves into de facto societies which are sometimes feudal, communal or even democratic in nature. They are capable of complex decision making, relaying of information in a very very primitive language and capable of expressing human emotions and characteristics to a "T" while also able to carry out birthdays, marriages and funerals.

Frost Wolves are also capable of learning languages to an elementary level, and as such can be trained to not only understand, but carry out, orders. This allows them to be runners and couriers in both civilian and military settings, making them (in effect) quadrupedal sentient soldiers who can outrun and overpower your regular human.

TL:DR Long story cut short, they are Human Software in very large Wolf Hardware.

Frost Wolves were at risk of extinction in the wake of the Civil War. And as such to bring them into a very safe location, they were granted citizenship after intensive discussions. Now nearly all Frost Wolves are either found in "The Ark" (Factbook coming soon) or in Aerlanican society.

As for Harold Vence? why the heck would I not do more factbooks! I'm planning on having a Harold Vence Factbook for each extra-solar colony after the Primaeri arc in our RP's.

So I know that the UCBR in general really hates monarchies, but does it view constitutional monarchies in the same vein as absolute or theocratic monarchies? Are they relatively okay with states in which a monarch exists solely as a figurehead with little or no power, or do they despise them just as much as monarchies with absolute or otherwise significant powers? Nah actually I've never gotten this one in particular, though I do have an answer for it. The extent varies from councilman to councilman, but the consensus with most is that they deserve the exact same treatment as totalitarian monarchs. Some argue that they're slightly better than totalitarian monarchs because some of their power has already been stripped, allowing their removal to be easier. Some actually argue that constitutional monarchs, especially figureheads, are even worse, as at least normal monarchs contribute something to society, while a figurehead does nothing more than mooch off of funds and live a lavish life. Either way though, the UCBR believes All Monarchs to be evil, no matter what kind of empire they run.

I'd say a bit of both. In my view, Mars as I have imagined it here would certainly be an ideal to strive for, and if we were to ever reach a stage where Mars could look like this in reality, to say I'd be chuffed would be an understatement. Though as someone who is fairly libertarian, I do admit that some personal biases may have leaked into my writing for the lore. That being said, I'd like to think that I've written Mars in such a way that it makes sense that the Martians would develop a culture that is so intrinsically individualistic and innovative. I hope that answers your question!

Second off, as a more actual lore question, how does their intelligence mesh with human culture. Are they still deemed to be more akin to pets with their lower intelligence, or are they allowed allowed to exist independently?

To answer that question, I would direct you to CARRIE's (Cassette-Automated Recorded Responses and Imitated Emotion) bio in the Prominent Figures factbook:

Though not a leader in the traditional sense, CARRIE has become a household name in Baizou as a revolutionary digital assistant technology released in 1989 by the Nouden (脳電) Corporation. Representing the best in modern cassette-programming, CARRIE is either a simulated intelligence or an artificial intelligence, capable of sustaining meaningful conversation, learning new things, and offering unique advice. CARRIE units are usually too expensive for the average family, but they are gaining popularity among the wealthy.

CARRIE initially met some backlash upon release due to fears that human office staff would be displaced. However, CARRIE's inability to do anything requiring hands has kept it from becoming too directly useful. Most use CARRIE as a personal scheduler and occasional confidante—though the Preventing Cassette Intelligence Misuse Act of 2000 has placed important limitations on what one may legally say to CARRIE without risking the program temporarily suspending itself.

CARRIEs are designed with bubbly personalities by default, but their personality modules are highly customizable, with humor, honesty, professionalism, and extroversion operating on ranges from 0% to 100%.

Baizou's most famous CARRIE is likely the unit that accompanies Goodwill Ambassador Mizushima. This CARRIE has a high humor and extroversion setting, and while Mizushima sometimes acts longsuffering, she seems to prefer having CARRIE that way.

So, the way it works is that CARRIE is not a leader in a traditional sense, but she is a 'prominent figure' in Baizou. The CARRIE I roleplay as in the forums is Miya's CARRIE unit, whom Miya uses as a digital assistant to help her keep track of her calendar, send and receive emails, and draft writing through dictation. CARRIE doesn't make policy decisions, but she is a household name.

The Mandate is secret, right? Does that mean the majority of the Council have no public member entity affiliation (since the majority have no connection to the MRF and SSP)? Or are there more member entities that are WIP?

Thanks for your time!

1) A large chunk of the normal populace is not fully aware of the extent of LOStERIA's inteligence. Most are aware that she is advanced, but few are quite able to grasp the fact that she is far beyond the computational level of any person or computer on the planet. As such, most aren't aware the fact that the AI assists in most fields, and just assume that she's an old computer the Council has found use of.

2) The wartime council most certainly would have tried to reject her application, if she had made it right when beginning her career. I need to rewrite the leaders section of that factbook sooner or later, because it doesn't quite go over the extent that her entertainment career impacted the public at large. Her calls were at the center of a generally expanding civil rights movement across the nation, and by the time she retired, most councilmen were at the very least accepting of the new political body. In the end, they let her in simply because she was still very pro-UCBR, even if she believed it needed change.

3) I still need to work on The Mandate, but I'm working on finishing my overview atm. The Mandate is incredibly prevalent in the non-coastal Northern Regions and the Southern Regions. A majority of councilmembers from those regions are members, though their affiliation, much like the community itself, is kept secret. Basically, it's made up of leaders from the militaristic communities who call for, among other things, more military spending, a tighter clamp on public dissent, the purging of the MRF, and a shift of the UCBR into a more united state much more like the wartime UCBR.

As for the secondary question though, yes, most members of the council are indeed entirely unaffiliated. Most reached their career peek off of the fact they simply rose the ranks in their industry, rather than because of a party affiliation. UCBR politics tend to be more personal than human ones. It's very rare for an outsider to be elected to lead a council, since the Burrowers have little way of knowing if they enjoy their leadership. As such, one's personal public appearance is much more prevalent than ideological claims.

Well I can see why sentient wolves are left field. I mean, it's not like there's giant, mutated ten legged half human half spider murder monsters who attack minds.

But all jokes and jives aside, basically, all the surviving creatures in Aerlanica have been affected by either a) former fascist scientists trying to create/mutate/evolve beasts of war or b) mutated by the metric tons of chemical weapons used in the civil war.

While I don't have a Factbook for it yet; the Wolves are an attempt to take the pre-existing Frost Wolf of Aerlanica and make it able to be, well, indoctrinated, follow orders and to kill. However the facility making them broke and many of them escaped into the wild. Coverup, never happened, boom, large, long living, sentient wolves in the country side before the Civil War. Think of it as if all the smart people in the world were created in a lab and reintroduced into society.

Likewise, why did I make it? Well, how else are wolves going to survive the literal hell hole that is Aerlanica by having subpar intelligence. By making them very smart, it makes it understandable how they'll be able to use their brains to survive and eventually seek out the Aerlanicans for help because they have the intelligence.

As for intelligence? They're pretty damn smart, even able to learn basic English in sentences smart. As per the Frost Wolf citizenship thing, the frost wolves are given a significant autonomy over themselves. Some do move in with human families and some do need humans to do things for them (feed, change collars, etc) but since they are a sentient creature capable of free thought the Aerlanican Government literally cannot allow them to be owned by someone because that's technically slavery in their eyes and they hate slavery.

TL:DR; Frost Wolves are genetically modified sentient wolves who co-exist with the Aerlanicans (who have seen literally everything), while needing some help every now and then from the Aerlanicans.

I noticed you're relatively close to where I ended up on the Sapply compass so I've got to ask, how do you reconcile libertarianism with "southern nationalism", especially given the potential connotations and implications of the latter? From my non-American perspective, I would've thought the two to be mutually exclusive.

I was reading through your history and wondered, in your lore, is there any sort of anti-Earth sentiment like the anti-Martian sentiment on Earth? If so, what forms does this take?
