I think Roegerland is more unique. No offense to Danelaw, it's just St. George's Cross as a Nordic Flag (which to be fair to them, makes sense in the context of the nation).

Though Dytarma's flag setup is rather creative, I've got to give this round to Black Hetmanate as its more standard shape and distinct lack of holes actually lets me appreciate more of the damn thing.
