Well, it depends on what you consider "naval". Yes, the Pan-Galactic Transport corporation's defense fleet is comprised of what most would call 'spaceships' but from how physics in the Stream function they're more like aircraft than anything. Unless you're counting the military fleets of Pan-Galactic's investors as part of it then no, PG is not a naval power.
BN has a plethora of state-owned corporations.

Not as of now, although the current administration is looking to phase out many hydrocarbon power plants in favour of nuclear ones. Renewable sources are also fairly plentiful.
