If it only applies to "boats" and not larger vessels, you can find them along some cities connected by rivers. The Capital is one of them.

Palm trees can be found in botanical gardens and throughout Monsone but are not native to Monsone and generaly do pretty poorly in our climate, so they're not unknow, but they're a bit rare.

Nowhere, as Antarcticans consider it unethical to keep animals in captivity solely for human amusement. The closest thing we have would be the shelters we maintain for injured animals, where we keep them temporarily to nurse them back to health. Sometimes the management lets in a visitor or two to interact with them. These shelters are likely to be found at the edges of Antarctica's cities, so the animals can exit into the wilderness quickly and easily.

Good question. In Western cultures, dragons are usually found underground or in mountains. My nation doesn’t have mountains, only hills, so it would be unlikely, though not impossible, for a dragon to be in a cave somewhere.
In Eastern cultures, however, dragons can live in water, so it might be possible that a dragon could be living in a river, lake, or the ocean.
If you want to break with convention, dragons could also live in the forests.
Still, the silver dragon you’re mostly likely to find in my nation is a silver statue in a museum. XD
