Pretty much anywhere actually under our control within the бесплодный (besplodnyy) of Russia. Though sometimes it doesn't end quite as nicely, and someone gets shot. We are still having to recreate society itself, from the bottom up, and don't have the resources or infrastructure to do things like training police, or making sure non-lethal weapons are readily available, let alone the psychological training required to handle such persons. So most of the time, it's a citizen's arrest, by our very armed citizens, and it can sometimes get messy and uncomfortable. We don't really like it, but there's not a whole lot else we're able to do about it at the moment.
