Diarcesia. How much I would prefer Diarcesia over Bombastion depends somewhat on the extent of Bombastion's use of NS stats, but overall I'd probably pick Diarcesia in any case.

So genetic modification in Greater Cosmicium is banned because it 'may create people that think too much'. So people aren't allowed to think 'too much'? Also flatscreen TV's are banned. These explain everything. I'm surprised how this empire survived over a million years.

It's not a list of banned technologies, it's a list of technologies that simply don't exist in Greater Cosmicium. How can you ban something that doesn't exist?
