This is a tough one. Nothing explicitly fascistic in the overview, but nothing suggesting anything about any particular alliance. I looked at the military factbooks for clearance, but instead found a mix of WW1 and WW2 British, French and German equipment (logistics, naval logistics in particular, must be a nightmare).
My best guess is Allied.

The current administration would probably join the Allies, but during the time period, most natives colonial subject states were pro-Axis, so probably Axis.
