The Allies. However autocratic they may be they're still French (at least it seems they are) so I don't see them going Axis and helping the Germans

Going off of both their strange combination of national policies and their military budget? Honestly? I'm pretty sure Nova Paradisius would just create their own international faction and proceed to go wild with their own efforts to redefine global politics.

They eventually became Allies, but flirted too much with the Axis and stayed "neutral" for far too long. They only agreed to enter the war on the side of the Allies out of fear of the other Allied nations.
