Based on the fact that you're politically totalitarian, but have a monarchy, I'd probably say Axis. But then again, your state looks like something pre-modern, so who knows how you'd look by the 1930s...

Kraizemya said it best: an absolute monarchy in the 1930s would tend to lean Neutral or Axis, but it's hard to pin Vlaandia down on this topic, given that the early Middle Ages were a pretty autocratic period all around. A lot can change in thirteen centuries.
