Ah, the classic bicameralism that tries to be both of the people and of the states. It's an idea that is difficult to balance. ^^; I'm quite intrigued by how the Rulzea do it; the two Councils relationship to each feels both reminiscent of what we see in the real world but with its own unique flair, with the usual-equality of houses but occasional-deference to the Elder Council in the event of narrow votes.
