They’re a heavily nationalistic nation in which government compliance is either encouraged or mandatory, with dissent frowned upon by both the government and society. Most definitely militaristic, though military might is mostly used as a political leverage and hard power rather than something like colonialism or general territorial acquisition

Happiness Hope Harmony

Its a rather generic motto that simply alliteratively lists some of their core values (presumably). Based on happiness and hope being in the list, I assume that their culture is rather optimistic and want to work to create happiness as a goal, and that they believe harmony (or peace) is how to do it.
