A reprimanding of said protesters by said Minister, their teachers and possibly their parents, but no charges will be levied, as freedom of speech is a constitutionally protected right, even for minors.

Escaping from juvenile detention by causing a blackout and releasing all other prisoners from their cells, who subsequently escape along with the ringleader, stealing several objects of value from the warden's office in the process.

The rebel leader will be made to stand trial in our judicial system under the Department of Wrath (which is also in charge of providing electricity, and the military sans the Carnifex Hell Knights who answer directly to parliament, the same military who would have fought and defeated them), will likely be found guilty of high treason. If found guilty the following will occur:

As we do not trust that they will not attempt it again, even if we attempt rehabilitation, the only merciful thing to do is to execute the rebel leader. The execution will be solemn, quiet, and dignified; the only one's present will be the prisoner, the executioner, and an official to ensure it is done properly. The execution in question will be the only kind we perform - throwing them into one of our thermonuclear fusion plants, breaking up the massless particles which make up the soul into their fundamental parts, which recombine to form atoms, specifically Hydrogen-3, essentially turning the guilty party into clean fusion power to power our society. One way or another, those found guilty of crimes in Hell will be made to benefit society somehow, either through reformation (what we do for most criminals) or through turning them into electrical power by executing them. And since our money is a representative currency of electrical power... executing someone basically also prints money, rather than costing money.

AN:

I'm... afraid that isn't something that happens here to begin with. We don't have private blimps, or blimps of any kind really, the cavernous layout of Hell doesn't really make inflatable aircraft a good idea, not to mention as we are in our own universe (but do have universe-jumping magic, and universe-jumping technology which uses that same magic), the person in question would not be able to do that with any other aircraft either, unless they hijack a bridge (the universe-jumping stuff). And even then, it wouldn't be an airplane (big flying things inside a place with rock walls and stalactites, bad idea, most in-universe travel in Hell across long distances is done by electric train); the only private aircraft we have are commercial drones.

So the only thing remotely close to that crime in what you described either amounts to hijacking a bridge to send a tiny commercial drone into another nation's airspace, or stealing a much larger military plane-like drone, and again hijacking a bridge to send it into another nation's airspace. Neither of which I think are really what you had in mind with that question... sorry.
