Upon being elected into the Federal Council, a person must step down as the leader of their party and leave the party as a whole. This was done in order to prevent party loyalties getting in the way of policy and executive decisions.
That's also a pretty good idea, though I have to wonder how long you have to wait until you join the next party and to be re-elected?
