Though typically, those previously mentioned masks along with the factory installed voice changers are for Delta Forces. The dichotomy between vampires and werewolves in our world is not just historical and cultural, but also tactical. While most vampires prefer to use their speed, agility, and/or skill in battle, werewolves prefer brute force. I'm inclined to disagree with that matter - making firearms illegal only decreases the number of shootings, it does not decrease violent crime. And there's always weapons trafficking and the black market; criminals will get their hands on firearms anyways (particularly strict anti-gun laws may make said criminals less inclined to use their guns, but they will still have them. Japan has strict anti-gun laws, but still has violent crime, and even the occasional shooting.) Any attempt to prevent criminals from getting their hands on weapons is doomed to fail, and does absolutely nothing to prevent violent crime.

In any event, only in a nation so dedicated to pacifism as your own would something like that truly work.

Necropolis has mandatory weapons ownership for civilians, to better allow them to form militias as needed, and so that everyone may have better experience with armament in the event of a draft. Though there are restrictions on what weapons can be owned by civilians, these weapons still include fully automatics, high caliber weapons, military grade pulsed lasers, electrolasers, explosives, and plasma swords (think flaming sword that works like a hot knife, not lightsaber.)
