Senator Rodrigo Santos enters the Senate Chamber, and takes his seat. Taking a sip of water, he begins to think about how to fix the country after the bloody civil war.

He struck the gavel, made sure the Chamber was quieting down, and stated, "Seeing as the 'Provisional Government Act' has achieved quorum, Section One, Clause D is now in effect. May our most senior Senator, the honourable Senator Haddad, please step towards the dais and call this chamber to order so as to begin voting procedures on an Interim Speaker?"

"I don't believe that would be correct Senator Viel. Wouldn't the Senate have to vote on such bill?"

"The honorable Haddad is unable to attend at the movement," he says gently. "Thus, I will take the role as Interim Speaker."

He walks up and pulls out his mighty Mjolnir. He strikes the gavel down until the Chamber quiets down.

"Order! Order! Seeing that I'll serve as temporary Speaker, we will begin the debate on the Provisional Government Act to get the ball rollin. Debate will be for 24 hours. From there, we'll have a 24-48 vote. If anyone wants to extend the debate time, have at least five seconds supporting said motion."

"This bill is the single-most common sense law this Senate could pass outside of a budget resolution or a constitution, something we should be working on. To the present Senators, voting in favor of this bill is a vote for Fernão's future, a vote for its stability and eventual fully-established government. Thank you."

I'd like to voice my support for this legislation. Mostly because without it we don't have a government to run the country while be prepare the new constitution. I don't see why ayone would oppose this, besides needless nitpicking. We should aim to get this through as easily as possible."

"I rise in support of the Provisional Government Act, as any Senator with common sense and decency should. We have worked hard these past three years to reform our Government, and this is exactly what we have been striving to create. It is imperative that we have a functioning Government system while we work to write a Constitution, because that is what the people of Fernão need in these times. I'll end off by saying this: We are not going to finish bringing Fernão back by attempting to block this Act and instating Anarchy. Thank you."

Mr. Speaker, I would like to ask that the author of this bill clarify Section H of the bill. While this is a rather trivial manner in that I, and probably others, well understand the meaning of the section, and that it will certainly not affect my vote, I believe that the clarification of the section in question will prevent anyone from using the unclear language to circumvent international law.

Further Mandates that the Provisional Government of Fernão not violate any of the provisions listed within the Universal Declaration of Human Rights and all its Protocols and the Convention on the Rights of the Child and all its Protocols.

I commend the honorable Senator Viel for his efforts in the crafting of this noble bill, I encourage all of my colleagues to join me in voting for it.

"Mr Speaker, I rise in strong support of this bill to establish a provisional government, as doing this will be the first basic step to helping Fernão on the path to liberal democracy. It will also help us to start ensuring public services at this time, instead of leaving them to die from ruthless laissez-faire capitalism. I fail to see how anyone would be against this."
