WHEREAS the protection of the rights of minority groups and the achievement of economic justice is best served by a united front in the Elizian and provincial legislatures,

WHEREAS the neoliberal danger to the sovereignty and future of the Elizian nation requires their resistance to engage in close collaboration,

THE ASSEMBLED DELEGATES OF THE PATH TO HARMONY AND THE CHINESE INTERESTS PARTY hereby proclaim the establishment of the Socialist Equality Party and promulgate this constitution to govern and guide this new party.

Establishment

1. The Socialist Equality Party is hereby formed from the merger of the Path to Harmony, the Chinese Interests Party, and their provincial counterparts. All assets and organisations of these parties are now part of the Socialist Equality Party.
2. The overarching aim of the Socialist Equality Party is to bring about a new Elizia in which workers possess democratic control of the means of production, all faiths and races coexist in harmony, citizens are free in their personal lives and in the public sphere, and the wealth and prosperity of the nation are safeguarded for posterity.
   
   Symbols
3. The name of the party shall be, in English, the Socialist Equality Party. In Malay it shall be Parti Sosialis Sama and in Chinese 平等社會黨.

5. The official colours of the Socialist Equality Party are red, symbolising the blood of the sons and daughters of Elizia that fight for its emancipation, and blue, symbolising the renewed strength and consciousness of the Elizian nation.
6. The Socialist Equality Party is a member of the Socialist International.
7. The anthem of the Socialist Equality Party is the Internationale.
   
   Declaration of Principles
8. The Socialist Equality Party is a party of the left. We reject neoliberalism, reactionarism and the war and destruction that the right has blighted our nation with for fifty long years.
9. The Socialist Equality Party is a party of nature. We view the Elizian islands’ pristine ecology as holding a place of utmost importance to the spiritual core of the Elizian people, and so seek to protect it at all costs.
10. The Socialist Equality Party is a party of the people. We fight for the common interests of the human race and answer to no one but the people, for whom we serve.
11. The Socialist Equality Party is a party of equality. We oppose the artificial distinctions between peoples and will fight for equality of both opportunity and outcome.
12. The Socialist Equality Party is a party of Elizia. We reject the imperialist, feudalistic values that the West seeks to impose on our nation.
13. The Socialist Equality Party is a party of economic justice. We are the voice of the labourer oppressed in the factory and the servant imprisoned in the mansion.
    
    Party Caucus
14. The Party Caucus shall consist of all persons holding public office on a Socialist Equality Party ticket or otherwise in affiliation to the Socialist Equality Party.
15. Any member of the Parliament of Elizia or a provincial Legislative Assembly may enter and exit the Party caucus by informing a party leader.
16. The Party Caucus may, by means of a vote in which two-thirds of members present and voting grant their support, expel a member from the Caucus for disruptive, deceptive or dishonourable behaviour.
    
    Party Leadership
17. The Socialist Equality Party shall be led by a leadership committee of peers equal in standing.
18. The committee shall be elected by approval voting, in which the Party Caucus shall vote for or against any number of candidates. Any candidate that obtains more votes for than against shall join the leadership committee.
19. The leadership committee may designate a spokesperson from amongst its membership for parliamentary purposes.
20. An election shall be held every two months.
21. Any member of the Party Caucus may trigger a leadership election by way of a motion seconded by at least one other member.
    
    Voting Policy
22. The leadership shall issue voting recommendations to the Party Caucus on bills and other legislative actions.
23. The leadership may order the Party Caucus to vote in a certain way in matters of confidence or national emergency.
    
    Amendments
24. Any member of the Party Caucus may propose an amendment to this Constitution.
25. Amendments must be approved by means of a vote in which two-thirds of members present and voting grant their support.
    
    Interpretation
26. The leadership committee shall have final determination on the interpretation of this Constitution.

[Elizian Socialists]

Economic Policy

• Establishing a socialist economic system modeled after that of Kerala’s, and one that strives for sustainable development and puts communities first.
• Defaulting on the odious debts incurred prior to the December Liberation, as those debts were accrued by the dictatorial ENC regime and used to finance the oppression of Elizia.
• Maintaining the Financial Sovereignty Act and stridently opposing joining the World Bank and the IMF.
• Supporting strong unions with the eventual goal of unionising almost all urban workers, as unions are the best tool to protect urban workers.
• Implementing a comprehensive land reform policy similar to the highly successful one that has been implemented in Kerala, and particularly providing for current tenant farmers and sharecroppers to own the land they till, so that they may no longer be forced to pay feudal rents.
• Ensuring that industrial development does not come at the cost of the rich Elizian environment.
• Opposing all free trade agreements, and furthermore ensuring strong tariffs, particularly import tariffs.
• Opposing all attempts at privatisation, as the industries that have been nationalised, particularly utilities, are integral to the economic development of Elizia and can only be guaranteed to all Elizians by the government.

Foreign Policy

• Maintaining membership in ASEAN and the United Nations.
• Maintaining recognition of the People’s Republic of China as the sole legitimate Chinese government, as well as maintaining recognition of the Sahrawi Arab Democratic Republic and the State of Palestine.
• Exiting the Commonwealth of Nations and shedding the archaic ties that bind Elizia to its imperialist history and the crown of a foreign power.
• Developing close friendships with our fellow East Asian brethren, who are our natural allies.
• Amending the Constitution to provide for the permanent demilitarisation of Elizia, as the Elizian military has historically been used, in both Elizia and neighbouring nations such as Thailand, Burma and Indonesia, to oppress citizens under a military dictatorship rather than to protect the nation.

Social and Cultural Policy

• Protecting the various languages of the peoples of Elizia, and instituting compulsory trilingual education for all Elizian children.
• Establishing universal and compulsory education as provided for under the National Education Framework Act.
• Establishing a system of universal healthcare similar to the one that has been established in Kerala, which has allowed to excellent standards of healthcare and a high life expectancy despite a similar GDPpc to Elizia’s.
• Maintaining the traditional cultural values of Elizia, and thus opposing abortion (except to protect the life of the mother), gay and polygamous marriage, and euthanasia.
• Undertaking affirmative action for minority groups in order to ensure equality between all Elizians.
• Maintaining a secular state, and opposing all attempts to suppress monasteries or other religious buildings.

Government and Constitutional Policy

• Maintaining a parliamentary republic as was created during the Constitutional Convention, which avoids the centralisation of power into one that comes with presidential systems.
• Maintaining a federal system, in order to grant the various cultures and faiths that have developed in the provinces of Elizia sufficient autonomy to determine their own destiny.
• Supporting the Commission on Truth, Dignity and Reconciliation in all of its efforts to uncover the truth of the ENC regime and achieve justice for the countless number of Elizians murdered by the ENC regime.

Environmental Policy

• Opposing the use of fossil fuels such as coal and oil, and seeks to transfer the energy grid to fully renewable sources.
• Supporting the creation and expansion of nature preserves in ecologically sensitive areas of the island.
