This is an idea for the SC based on bringing Halloween events to NS. Just thought I might as well bring it up for fun!

The Security Council,

Recognizing the annual multiverse celebration where individuals and countries themselves change their appearance in the spirit of fun,

Hoping to spread the holiday spirit of spookiness,

Finding such an event could additionally function as a cultural exchange of architecture, fashion, folklore, and food, allowing all participants to explore all the multiverse has to offer,

1. Declares as one voice the following:
   
   1. Member nations should band together to create the World Assembly Haunted House for a temporary period, based inside WA headquarters, for the amusement of all,
   2. WA headquarters should host an annual costume party, with a theme determined through a poll, where all participants are encouraged to wear spooky and fun attire with an adjacent costume contest with a randomly selected panel,
   3. WA headquarters should also host an annual storytelling night where member nations are encouraged to share spooky tales from their cultures,
   4. WA representative offices should have treats available to any trick-or-treaters that might walk by for the duration of the celebration.

Further recognizes the efforts of "trick-or-treaters", or people who go to the doors of their neighbors in an attempt to acquire candy, knick-knacks, and other small gifts,

Applauds the efforts of persons who hand out such items and complement costumes all the while,

Declares as one voice the following:

1. Anyone choosing not to partake in the festivities should place a note outside their door or in the area where trick-or-treaters can be expected,
2. A costume should not prevent an individual from receiving a treat it is determined to be "bad" by the distributor,
3. Nobody should distribute items during trick-or-treating that can cause harm to the trick-or-treater directly or indirectly,
4. All trick-or-treaters should inspect their received treats to ensure that they are commercially wrapped,
5. Trick-or-treaters should throw away anything that looks suspicious or shows signs of tampering, such as an unusual appearance or discoloration, tiny pinholes, or tears in wrappers.

I love Halloween, a PATRIOTIC All-American holiday delivered to us by the Halloween Gods. Or was it the Irish? Either way, that’s not important, what is important is how Halloween contributes to the national obesity crisis facing our nation.

I’ve always felt out of place with everyone, including my doctors, calling me obese. LIES! I believe any sort of declaration that seeks to endorse this wonderful holiday is beneficial for the SC and NationStates as a whole so obesity rises and folks like us aren’t ostracized

Annually, each of us celebrates a holiday of spookiness. Why, though, don't we meet up and party together?

I present this proposal, The Great Costume Party, which will encourage nations to collaborate in creating a spectacular multiversal event to spread the holiday spirit of spookiness. Centered in WA headquarters, the temporary haunted house, costume party/competition, storytelling event, and trick-or-treat will be a ton of fun! The event will also act as a giant cultural exchange, as through these events respectively, nations can share their architectural/design expertise, fashion styles, folklore, and food! Therefore, the celebration is a unique medium for all to explore what the multiverse has to offer. We hope you accept our offer to declare: The Great Costume Party is ON!!

I'm personally against the proposal. There's very few arguments made as to why we should have such a party. I'm not a big fan of the verbiage of "declares as one voice the following", it just seems very odd to me.
