looking to condemn X country for its betrayal of europe and accepting a RO position from the raiders....

Not something that would pass in a vote, as that's not exactly worthy of a condemn. Additionally, it's good practice to lead with a fleshed out draft.

Nations can only be condemned once (ok well that's not strictly true, see
The Black Hawks, but it's a general rule) and so condemnations are reserved for accomplished villains with long histories of evil. Sidestepping the condemnablity of what X Country did, one condemnable act typically does not make a condemnation. The Security Council does not concern itself with run of the mill wrongdoers. Only the notorious worst of the worst. He's also just, straight up too young. Like even if he had hit the ground raiding from day one X Country would likely be too new to NationStates to be a serious candidate for a condemn.
