The second draft should be an improvement over the first. This isn’t.

Basically the clauses are all saying the same thing with differing degrees of clarity. A confusing mess is the most charitable thing I can say about it.

Noting, that Ocalawaha has no Governor or Border Officers ruling over it, making it vulnerable to Raids, and refounding Ocalawaha will destroy its history and have a risk of being refounded by others if not quick enough to refound it.

You've correctly identified the main security threat to Ocalawaha here, but it's not entirely clear how an injunction would help. If someone wanted to burn the region, they could do it regardless of Ocalawaha's frontier/stronghold status in its present state.
